Eagle Integrated Services is seeking an experienced Enterprise Architect / Portfolio Manager with a strong background in business analysis to provide direct support to the U.S. Army Sustainment Command (ASC). The successful candidate will serve as a key advisor and technical lead in portfolio management, enterprise architecture, and compliance initiatives in alignment with Department of Defense (DoD) and Department of the Army standards. This role will be onsite at Rock Island, IL.

What You'll Do:
Portfolio Management
- Manage all aspects of ASC’s presence within the Army Portfolio Management Solution (APMS).
- Serve as ASC’s APMS SubOrg Administrator: review and approve new user accounts and assign record-level permissions.
- Prepare documentation to support APMS registrations, transfers, and deletions; execute transactions via the APMS Workflow Module.
- Regularly review, validate, and update APMS data fields in coordination with system owners.
- Collaborate with cybersecurity, privacy, financial management, application sustainment, and records management personnel to ensure APMS compliance.
- Review monthly APMS software releases and populate newly required data fields.
- Collect, analyze, and input APMS budget data annually in collaboration with financial and sustainment teams.
- Investigate and resolve financial data mismatches between APMS and the Information Technology Approval System (ITAS).
- Support system owners with Army Business Enterprise Architecture Assessments and Army Data Catalog entries.
- Draft responses to taskers and requests for information from Department of the Army and U.S. Army Materiel Command.
- Participate in recurring training and information sessions led by Army and DoD organizations.
- Analyze emerging DoD/Army IT and financial policies; provide impact assessments and mitigation strategies.
- Advise and provide technical direction for the development, analysis, design, implementation, and integration of ASC G6 information system initiatives.
- Develop and maintain enterprise architecture documentation, including diagrams, models, and narratives, using the DoD Architecture Framework (DoDAF).
- Assess existing systems for security, performance, compliance, and organizational alignment; propose and implement enhancements.
- Define prioritization and sequencing of technology transformations by developing enterprise architecture plans and roadmaps.
- Facilitate stakeholder meetings to validate DoDAF compliance and alignment with ASC requirements.
- Provide input for reports, dashboards, and visualizations of findings.
- Recommend technology solutions based on ASC, AMC, Army, and DoD strategic goals and stakeholder requirements.
- Evaluate emerging technologies, including COTS products, and recommend additions or upgrades to ASC architecture.
- Prepare senior-level presentations that illustrate “As-Is” and “To-Be” states and demonstrate measurable business value.
- Present findings to senior leaders, including general officers and executive staff.
- Actively participate in ASC internal and external enterprise architecture working groups.
- Education: Bachelor’s degree in Information Technology or related field (preferred).
- Experience: Minimum 5 years as a Business Analyst, Enterprise Architect, or similar role.
- Technical Skills:
- Strong understanding of full-stack system components.
- Proficiency in requirements analysis, process modeling, and data diagramming.
- Knowledge of database structures (tables, fields, primary/foreign keys).
- Experience with APMS, ITAS, or related Army IT systems (desired).
- Professional Skills:
- Demonstrated ability to lead meetings and work effectively with diverse stakeholders.
- Familiarity with Army IT policies (e.g., AR 25-1).
- Excellent written and verbal communication skills, including preparation of senior-level presentations.
