GC&E Federal is seeking a director to lead and manage large-scale commercial, local, state, and/or federal government contracts, with responsibility for contract negotiation, execution, and business development. The director’s position will oversee contract managers, program managers, and project managers to ensure successful day-to-day operations, customer satisfaction, and compliance with the appropriate contracting requirements. This role requires deep expertise in program and contract management, proposal development, and leadership, with the ability to drive corporate growth through new business development and strategic opportunities. - Lead or assist with the negotiation of federal contract terms.
- Mentor and supervise a team of contract managers, program managers, and project managers throughout the contract lifecycle (proposal development, administration, close-out).
- Oversee program execution, ensuring planning, budgeting, cost, and schedules are effectively managed.
- Administer large-scale federal contracts in a cost-disclosed environment.
- Monitor contract performance, ensuring 100% customer satisfaction and compliance with company and government policies.
- Identify and mitigate contract/proposal risks, advising staff on best practices.
- Communicate effectively with company leadership, government officials, and stakeholders at all levels.
- Participate in management-level decision-making and corporate strategy.
- Work independently to meet time-sensitive deadlines.
- Lead capture management and proposal development to expand the company’s federal portfolio.
- Oversee new business development and the creation of strategic alliances to drive growth.
- Develop annual budgets and provide financial analysis across corporate operations.
- Report directly to and collaborate with the General Manager.
- Oversee operations for multiple contract types – including commercial, local, state, DoD, and Healthcare IT – across diverse personnel sizes and contract values.
- Meet regularly with customers and contracting officers to assess performance and maintain client satisfaction.
- Coach and mentor staff across functional teams.
- Education: Bachelor’s degree in business, Information Systems, or a related field, or equivalent job experience.
- Experience:
- 10 years of program management or equivalent experience.
- 10 years of contract management or equivalent experience.
- 10 years of leadership experience.
- 10 years of proposal development experience.
- Successful track record in federal business management and business development.
- Experience with federal government contracting (DoD and/or civilian agencies).
- Experience with subcontracting and commercial business partners (highly desired).
- Health IT program experience is highly desirable.
- Technical Skills:
- Strong understanding of federal contracting principles, policies, and compliance requirements.
- Financial management skills, including budgeting, cost analysis, and reporting.
- Knowledge of information systems/technology programs (preferred).
- Soft Skills:
- Proven leadership and mentoring ability.
- Strong written, verbal, and interpersonal communication skills.
- Ability to manage competing priorities and deliver results in high-pressure, fast-paced environments.
- ANC/Small Business experience in federal contracting.
- Experience in DoD and Health IT or large-scale IT program management.
- Ability to work remotely, requiring a distraction-free workspace and reliable internet connectivity.
- Effective communication and collaboration with diverse stakeholders in both remote and on-site settings.
- Ability to travel as needed for customer meetings, program oversight, or business development.
- Flexibility to manage dynamic priorities and evolving organizational goals.
