You will work within the Financial Systems Division (FSD) to maintain, enhance, and document RICEW components and support daily operational needs. DESCRIPTION: Brown Technologies is currently seeking a Senior Application Developer who is a self-starter supporting the Small Business Administration (SBA) Office of Performance, Planning, and the Chief Financial Officer (OPP&CFO) by providing senior-level application development services for Oracle Federal Financials and related systems. You will work within the Financial Systems Division (FSD) to maintain, enhance, and document RICEW components and support daily operational needs. RESPONSIBILITIES:• Provide system maintenance and daily operational support for SBA’s Oracle Federal Financials environments, including all RICEW components (Reports, Interfaces, Conversions, Extensions, Workflows).• Collaborate with SBA teams to analyze, design, develop, and test new enhancements and modifications.• Provide user support and help desk services, manage user accounts, resolve incidents, and perform root‑cause analysis.• Deliver technical support for SQL development and interfaces such as web services or other Oracle technologies.• Perform analysis, troubleshooting, maintenance, bug fixes, enhancements, testing, scripting, documentation, upgrades, security remediation, and daily operational support for JAAMS.• Maintain and update technical documentation; create documentation where gaps exist.• Follow all FSD coding standards and apply new standards as they are introduced. QUALIFICATIONS:Required:• High school diploma and 11 years of relevant application development experience.• Strong experience supporting Oracle Federal Financials or similar enterprise financial systems.• Demonstrated experience developing and maintaining RICEW components.• Proficiency in SQL and related Oracle development technologies.• Experience troubleshooting production issues and supporting end users.• Ability to develop documentation and follow coding standards.• Ability to pass SBA background investigation.• Experience working in structured environments using SOPs, standards, and defined workflows.• Strong proficiency using Integrated SOA Gateway (ISG) building SOAP/REST webservices to/from PL/SQL APIs within Oracle R12.2.x E-Business Suite (EBS)• Hands-on experience with Oracle R12.2.x financial modules like PO, AP, AR, GL, etc.• Strong command of JSON, XML, SQL, PL/SQL, Oracle Application Framework (OAF), JDeveloper, Java, Oracle APIs•Ability to perform maintenance and enhancements on Oracle Forms, Oracle Reports & Oracle EBS WorkflowsPreferred: • Bachelor’s degree in computer science, engineering, or related field.• Experience supporting federal financial systems or working in government financial environments.• Experience building web services or integrations with Oracle platforms.• Experience with security remediation and code migration processes.• Familiarity with SLA, GL, AP, AR, Purchasing, and Budget modules.• Experience with Oracle Application Express (APEX)• Understanding of federal sector accounting• Oracle Certified Professional (OCP) or similar certification is a plus.• U.S. Citizen and active Secret ClearanceThis role supports the SBA OPP&CFO Financial Systems Division.
