Performs work of considerable difficulty in the administration and enforcement of the Brown County Land Division and Subdivision Ordinance (Chapter 21 of the Brown County Code), Brown County Urban Service Area Water Quality Management Plan, and Water Quality Management grants, including the review of subdivisions, sewer service extensions, and environmental impacts. Assists with the development of the Brown County Comprehensive Plan and community comprehensive plans, updates to and administration of the Farmland Preservation Program, community park & recreation plans, and the Brown County All Hazards Mitigation Plan in compliance with the Wisconsin Comprehensive Planning Law and Wisconsin State Statutes. Provides planning-related local assistance services to communities. Performs related work as required.Administer land use planning programs related to the Brown County Land Division and Subdivision Ordinance as it relates to review and approval of subdivision plats, certified survey maps, land division variances, violations, and updates to the Land Division and Subdivision Ordinance tied to Brown County Code Chapter 21.
Administer natural resource planning programs related to the Brown County Urban Service Area Water Quality Management Plan as it relates to urban area wastewater facility planning, sanitary sewer extensions, large onsite systems, areawide water quality planning, sewer service area amendments, environmentally sensitive area amendments, providing technical assistance to the public, and updates to the Brown County Sewage Plan.
Assist Brown County departments and communities with the development and update of comprehensive plans in compliance with the Wisconsin Comprehensive Planning Law, park & recreation plans, and the Brown County All Hazards Mitigation Plan.
Facilitate the Brown County Municipal Separate Storm Sewer System (MS4) Permit related to the Clean Water Act and EPA requirements for water quality tied to Brown County Codes 40 and 41.
Facilitate an annual recurring Water Quality Management Grant, obtained from the Wisconsin Department of Natural Resources, that reimburses certain staff expenses related to water quality.
Act as liaison with Brown County Zoning, Property Listing, Facility and Park Management, Department of Public Works, and Corporation Counsel Offices.
Assist Brown County towns and villages with land use problems including answering zoning questions, conducting public meetings, and assisting with GIS mapping and data needs.
General grant writing and administration tasks.
Establish and maintain electronic and paper records and files. 
Provide information and answer questions via emails, phone calls, and/or personal contacts.
Receive review fees that reimburse certain expenses related to plats, certified survey maps, environmentally sensitive area amendments, sewer service area amendments, and water quality management reviews.
Promote and provide education regarding planning, land use, and development best management practices and goals and objectives of the Brown County Comprehensive Plan.

Education and Experience:
Bachelor's degree or equivalent in Urban or Regional Planning, Natural Resources, Community Planning, or closely related field, plus three (3) years of experience in any of the above fields; or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills, and abilities.  
Licenses and Certifications:
Valid Wisconsin Driver’s LicenseKnowledge of the principles and practices of urban and regional planning.
Knowledge of environmental procedures.
Knowledge of land use and land division practices.
Familiarity with site planning and development.
Knowledge of Wisconsin State Statutes pertaining to planning and municipal law.
Knowledge of federal and state programs affecting local municipalities and rural areas.
Knowledge of basic statistical methods.
Knowledge and ability to create and conduct surveys.
Knowledge of and ability to utilize a computer and the required software.
Skill in collecting, analyzing, and interpreting data pertaining to planning.
Skill in preparing reports and making presentations.
Skill in land use and natural resource planning, basic knowledge of surveying, sewer service area administration, soils, cartography, drainage and hydrology, topography, wetlands identification, and geology.
Ability to establish and maintain effective working relationships with staff, other professionals, other departments, elected officials, and the public.
Ability to read and interpret legal documents, deeds, state applications and permits, and mapping resources such as FEMA flood maps, USGS, parcel maps, and aerial photos. 
Ability to make effective public presentations that are tailored to specific audiences.
Ability to communicate and work well with the Wisconsin Department of Natural Resources and the US Army Corps of Engineers.
Ability to perform complex data analysis including the ability to audit, deduce, assess, conclude, and appraise.  Requires discretion in determining and referencing data to established criteria to define consequences and develop alternatives.
Ability to provide guidance, assistance, and/or interpretation to others, such as co-workers and the public, on how to apply policies, procedures, and standards to specific situations.
Ability to utilize a variety of reference, descriptive, and advisory data and information such as plats, maps, contracts, environmental surveys, aerial photos, regulations, codes, statutes, procedures, guidelines, and non-routine correspondence.
Ability to effectively communicate orally and in writing with department supervisors, department personnel, other county employees, elected officials, land surveyors, developers, legislators, and the public.
Ability to develop and maintain effective working relationships with staff and the public.
Ability to exercise independent judgment and to apply facts and principles to develop approaches and techniques to problem resolution.
Ability to exercise the judgment, decisiveness, and creativity required in situations involving the evaluation of information against measurable or verifiable criteria.
Ability to work the required hours of the position.
PHYSICAL DEMANDS
Lifting 40 pounds maximum with frequent lifting and/or carrying of objects weighing up to 20 pounds.
Intermittent standing, walking, sitting, and driving.
Using hand(s)/feet for repetitive single grasping, fine manipulation, pushing and pulling, and operating controls.

Ability to tolerate exposure to cold, heat, noise, vibration, and hazards in the work environment.
