The Broward County Board of County Commissioners is seeking qualified candidates for the Capital Program Administrator to support the Public Works & Environmental Services Department.

THE POSITION: 

This is a senior professional position reporting to the Deputy Director/Chief Resilience Officer in the Broward County’s Public Works and Environmental Services Department. This position plays a lead role in the implementation of the County-wide Resilience Plan and delivery of capital infrastructure improvements for flood risk reduction, with county-wide and agency-specific elements. The successful candidate will provide program administration, contracting, and budget management in executing the Resilient Broward Grant Program.  Responsibilities include Quality Control/Quality Assurance (QC/QA) procedures to standardize the project management process, review of applications, contracting, partner coordination, review and approval of deliverables, and issuance of reimbursements. Responsibilities also include preparation of written reports, agency communications, and presentations. The successful candidate will also aid in the identification, pursuit, and advancement of resilience projects and studies involving partnerships with state and federal agencies. Candidates with experience in water management, interpreting hydrologic models, grant management, and resilience planning needs in south Florida are preferred. 

General Description

This position plays a lead role in the furtherance of the county's climate resilience efforts with responsibilities that include project management, stakeholder engagement, and compliance with technical assessments. The preferred candidate will demonstrate familiarity with regional hydrology concepts, stormwater management, and related infrastructure. Responsibilities require direct assumption of program and project management responsibilities and close coordination with internal support agencies, with the support of technical staff. The preferred candidate will have demonstrated experience in providing program/project reporting in conformance with audit standards. The position requires excellent intrapersonal, strong organizational skills, and acute attention to detail. Candidates should be highly motivated, demonstrate significant initiative, and enjoy a dynamic team environment. 

Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in architecture, engineering, construction management, hydrology, and environmental sciences or closely related field.

Requires six (6) years of experience in capital project management, design and/or engineering based on the area of assignment.

Preferences
5 years of experience in providing program/project reports.
5 years of experience working with multiple state and federal agencies.
6 years of experience in managing grants.
6 years of experience in water management and interpreting hydrologic models.
 
Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Manages and monitors construction contractors and consultants; develops, administers and negotiates construction and consultant contracts, master plan studies, amendments, change orders, and work authorizations.

Prepares documentation, graphic presentations, budgetary estimates and analysis for potential and upcoming projects; provides direction and options analysis in the area of construction and development.

Conducts meetings with consultants and contractors to review progress of work and manage all aspects of the project; reviews and approves invoices and payment requests from consultants and contractors; assists in the preparation of new fiscal year budget requests.

Performs administrative work, prepares change orders and work authorizations, approves invoices (consultants and contractors); projects closeout and final payment to contractor and consultant; meets with consultants and contractors to discuss open items and have them resolved to keep the project moving forward.
