The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport (FLL) and the North Perry Airport (HWO) is seeking qualified applicants for the position of Assistant Public Information Officer (APIO). This is administrative work assisting in developing, implementing and directing a variety of professional services and programs including media relations, public relations, special events coordination and publication production for FLL as well as HWO.

The APIO is responsible for assisting the Public Information Officer (PIO) with managing and implementing the airports' internal

and external communications and media relations programs. Serves as the airports' secondary contact with the media; receives inquiries from the press concerning various airport activities, including emergencies; contacts media representatives to promote upcoming airport activities and events and to arrange for media coverage of such events; prepares and submits press releases as needed; conducts interviews on television, radio, and potentially via virtual platforms, regarding airport operations and conditions.

Responsibilities

Assists the Public Information Officer (PIO) in disseminating information regarding airport programs and activities. Coordinates airport media issues and events with federal officials, airline representatives and other airport tenants.

Functions as back-up to the PIO and/or assists the PIO during any airport-related emergency or incident, on a seven days a week, 24 hours a day basis.

Responds to and coordinates media communications during emergencies and scheduled events in support of the PIO.

Work is performed independently with general supervision from an administrative superior (PIO). Performance is reviewed periodically through conferences and written reports.

Prepares and distributes news releases and informational materials and makes presentations at public and private forums on aviation and airport issues and prepares speech material for the Airport Director.

Manages the airports' information gathering process for website updates and production of applicable internal employee communications/newsletters as well as external newsletters to the community.

Coordinates writing, editing, and photography for departmental publications and handles requests for filming activities on airport property.

Directs the dissemination of aviation public information to keep the Aviation and local community, government agencies and media informed of the objectives and progress of FLL/HWO programs.

Maintains knowledge of current events in the aviation industry to ensure accurate dissemination of information in response to media and public information requests.

Develops and maintains working relationships with the print, digital, and broadcast media; prepares and disseminates written information to them, either in person or through other department and airport staff.

Ability to plan, organize and direct various educational campaigns and public relations programs designed to promote the use and understanding of airport facilities.

Develops and implements communications plans and community outreach programs for airport issues and initiatives.

Develops and distributes brochures, pamphlets, flyers and public service announcements to the community to increase awareness of airport issues and initiatives.

Provides professional level staff assistance to an administrative superior (PIO) in developing and coordinating airport community relation and outreach programs and projects.

Prepares reports and related data.

Prepares and conducts internal/external presentations as needed.

Attends conferences and public and professional meetings; confers with local, state, and federal officials, contractors, vendors, civic

leaders, and the general public regarding departmental operations; addresses public groups.

Primary Responsibilities And Certifications/Licensure Requirements

Considerable knowledge of the principles and practices of communications and public relations. Considerable knowledge of research techniques, sources, and availability of information.

Ability to implement administrative procedures and to evaluate their effectiveness.

Ability to exercise judgment and discretion in establishing, applying, and interpreting departmental policies and procedures. Ability to plan, develop and implement, community relations training modules and programs.

Ability to conduct research and special studies, prepare and maintain reports and disseminate information. Ability to plan, coordinate and implement special projects and/or events.

Ability to express ideas effectively, both orally and in writing.

Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.

Must be familiar with Facebook, Twitter, YouTube, LinkedIn and Instagram and be willing to work on prompt and accurate messaging as needed.

Performs related work as required.

Minimum Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field. (Degree in Journalism, Communications, Public Relations, or Marketing preferred.

(One year of relevant experience may be substituted for each year of required education.)

Requires two (2) years’ experience managing special projects, programs, or business operations appropriate to the area of assignment or closely related experience.

Special Certifications And Licenses Required

Must possess a valid Florida Driver's License with authority to drive a county vehicle for the duration of appointment.

Ability to obtain and maintain a Security Identification Display Area (SIDA) Badge with custom clearance.

Preferences

Master's degree with major course work in Journalism, Communications, Public Relations (PR), Marketing or related field.

Public Relations Society of America Certification

FEMA Advanced Level PIO training

Videography Production Certification

Graphic Design certification

1 years demonstrated crisis communications or reputation management experience in aviation or tourism field

Bi-lingual skills in Spanish, French or Portuguese

2 years proven Associated Press writing style experience and strong storytelling skills on a variety of formats: News releases, speeches, newsletters, etc.

2 years of professional social media content creation and posting experience.

Additional Information

Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA).

All candidates must complete an extensive work history verification and criminal background check, including fingerprinting. * Post-offer physical examination including drug testing. * Ability to maintain authorization to drive a County vehicle. * Ability to obtain and maintain a Security Identification Display Area (SIDA) Badge. * The Aviation Department operates under a Drug-Free Workplace Policy in compliance with the provisions of the Federal Drug-Free Workplace Act of 1988.

SCOPE OF WORK

Coordinates and manages all aspects of a large program or project within an agency.

Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services; facilitates inclusion, prepares reports, and analyzes and interprets data.

Develops policies, procedures and guidelines related to programs/projects and services.

Promotes and assesses agency programs and services; cooperatively plans and implements programs and community-wide special events.

Implements funding opportunities, including advertising and marketing, and researches potential grant opportunities; develops grant proposals to secure funding from federal, state, local, and/or private sources; oversees the coordination, preparation, and submission of grants to ensure compliance with established Broward County policies and procedures; manages and tracks grant budgets.

Develops personnel cap based on recommended budget for approval by the Board; implements all position additions, deletions, changes, reorganizations and transfers approved in the adopted budget.

Reviews position changes and transfers requested by other County agencies prior to implementing change to ensure compliance with adopted personnel cap; incorporates changes to the cap approved by the Board throughout the year.

May perform quality control checks on operating and budget documents to ensure accuracy, creates and modifies PowerPoint presentations for agency communication, creates core budget development support documents.

Monitors and supervises maintenance of project records and documentation.

Acts as administrative liaison among various County operational and administrative functions related to assigned programs and projects.

Conducts special studies in conjunction with a project, analyzes data, and makes recommendations based upon studies.

Creates and maintains performance/production reports (spreadsheets). This includes monthly productivity reports which provide monthly statistics for transactions processed and revenue generated.

Communicates key procedural changes to staff and management.

Performs related work as assigned.
