Position Summary:
Reporting to the Director of Home Modification and Repair Department, the Project Development Coordinator is a key position in the HMR team. This position supports community specific single family home rehabilitation programs and associated scheduling, logistics, compliance, and subcontractor oversight activities. The ideal candidate will be highly organized, detail-oriented, and possess excellent communication skills, as well as a strong understanding of residential construction, rehabilitation, and compliance requirements related to local, state, and federal funding sources.
Key Responsibilities:
Estimating & Approval
- Receive approved client information from the HMR Administrative Team.
- Contact, schedule and conduct initial assessments for projects pertaining to client needs and program requirements.
- Perform Compliance review and scheduling as needed, i.e. risk assessment, radon testing, asbestos testing.
- Request and procure subcontractor bids for services associated with client projects such as electrical, plumbing, HVAC, exterior surface, roofing, and sewer repairs.
- Create a work proposal including:
- Client information
- Project Narrative
- Cost Worksheet
- Subcontractor bids
- Compliance Requirements
- Permitting Requirements
- Verify cost accuracy, scope of work, and alignment with approved budgets.
- Submit completed project estimates to HMR Director for Review and Approval.
- Maintain clear and accurate records for project estimate.
Project Coordination
- Receive Notice to Proceed Verification from HMR Director or Funder.
- Coordinate with environmental subcontractors including Radon, Asbestos and Lead Based Paint.
- Schedule work with clients and subcontractors.
- Ensure all required permits are pulled.
- Coordinate project timelines and resolve scheduling conflicts.
- Set clear expectations based on the approved work scope.
- Work with BRI Foreman and Renovation Specialist to coordinate project timelines for BRI field staff work scope as needed.
- Monitor project progress through reports and regular communication with clients, subcontractors, BRI field staff.
- Maintain clear, accurate, up-to-date information on the HMR Approved Jobs List spreadsheet.
- Maintain accurate schedules, track budgets, and meet deadlines.
- Ensure all permitted projects have passed inspection.
- Conduct walkthrough with client and verify all work was completed with pictures and client signature.
Compliance & Quality Control
- Ensure adherence to all applicable local, state, and federal regulations, including CDBG, HOME, and other funding requirements.
- Maintain accurate project documentation and ensure it meets funder reporting standards.
- Review and enforce quality control standards on completed work.
Communication & Collaboration
- Act as liaison between BRI and its rehabilitation subcontractors, environmental subcontractors, funders, and clients.
- Communicate project updates with internal teams.
- Determine when project challenges require escalation to HMR Director. Communicate issues in a timely and clear manner.
- Draft clear, professional correspondence for funders, clients, and all subcontractors.
Qualifications
- 3 years of experience in residential construction, remodeling, or rehabilitation project management.
- 1 years in a supervisory or lead role.
- Strong knowledge of home construction methods, cost estimating, and building codes.
- Familiarity with compliance requirements for projects funded by local, state, and federal sources.
- Excellent written and verbal communication skills.
- Strong organizational skills and attention to detail.
- Proficiency with Microsoft Office Suite specifically Excel, Word and SharePoint.
LOCATION:
This is a hybrid position with at minimum two days in BRI Office. Subject to change as needed for HMR department and BRI.
