Supervisory Supply Management Specialist - Assistant Chief Supply Chain Officer

The incumbent manages supply chain operations for the JJPVAMC and its catchment areas, overseeing logistics planning, acquisition, inventory, distribution, and compliance to ensure services meet regulations. Serves as second in command to the Chief Supply Chain Officer, coordinating with clinical, fiscal, and administrative staff, developing plans/budgets, solving logistics problems, and directing meetings/programs as delegated, ensuring requirements are met for all supported entities.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • experience serving as a supply chain management leader,
    • ensuring the logistical requirements of an organization are met;
    • planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program.
    • Areas of knowledge and skill should include:
      • acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations;
      • experience assisting with budget formulation and forecasting of expenditures.
    • At this level, candidates should possess experience in leading a group with a variety of occupations.

You will be rated on the following Competencies for this position:

  • Acquisition Strategy: Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events (for example, decision points, contract awards, test activities).
  • Financial Management: Prepares, justifies, and/or administers the budget for program area; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies.
  • Leadership: Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
  • Managing Human Resources: Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements and Work Environment: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated. May require occasional travel.

Driver's License: Possession of a current, valid state-issued driver's license is strongly preferred for this position.

Responsibilities:

Major duties and responsibilities include:
  • Supports in the oversight, guidance, management and integration of supply chain operations across the organization;
  • Plans and coordinates fiscal, acquisition, clinical and administrative operations;
  • Establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the facility and supported catchment area;
  • Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews;
  • Participates in the planning of all activities involved in the supply chain management to include sourcing, procurement and logistics management activities;
  • Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model;
  • Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;
  • Leads the development of long-range plans and consolidated VISN and facility
    requirements into acquisition strategies for services, supplies and equipment;
  • Performs other related duties as assigned.
