Position Summary

The Senior Project Manager is a senior leadership position responsible for the overall planning, execution, financial performance, and successful delivery of complex federal and commercial construction projects. This role provides strategic oversight throughout the project lifecycle—from proposal development and preconstruction through closeout—ensuring projects are completed safely, on schedule, within budget, and in accordance with contractual requirements and company quality standards.

The Senior Project Manager serves as the primary liaison between clients, executive leadership, subcontractors, design teams, and project staff while leading high-performing project teams and mentoring junior project managers. This position manages multiple concurrent projects, including Design-Build, Design-Bid-Build, MATOC, IDIQ, and task order contracts, typically ranging from $5M to $30M in value with a combined portfolio exceeding $50M.

Essential Duties & Responsibilities

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned.

  • Provide senior level leadership and oversight for multiple complex construction projects from pursuit through final closeout.
  • Develop and execute project strategies that align with company goals, client objectives, contractual requirements, and financial expectations.
  • Lead cross-functional project teams, providing direction, accountability, mentorship, and professional development.
  • Establish project execution plans and ensure alignment between field operations, engineering, estimating, procurement, quality control, and safety teams.
  • Manage project teams responsible for multiple concurrent projects while maintaining consistency in execution and client satisfaction.
  • Direct project activities to ensure conformance to project budget, plans, specs, and schedule
  • Serve as the primary point of contact for contracting officers, architects, engineers, and other key stakeholders.
  • Build and maintain long-term client relationships that support repeat business and future contract opportunities.
  • Participate in proposal development, interview presentations, project pursuits, and strategic planning efforts.
  • Assume full Profit & Loss responsibility for assigned projects.
  • Develop, monitor, and manage project budgets, forecasts, cash flow projections, and cost controls.
  • Review project financial performance and implement corrective actions to maximize profitability.
  • Identify, evaluate, and proactively mitigate project risks related to schedule, cost, safety, quality, labor, procurement, and contractual obligations.
  • Direct project planning, scheduling, procurement, and execution activities.
  • Collaborate with Superintendents to develop and maintain detailed project schedules utilizing Primavera P6 or equivalent scheduling software.
  • Monitor labor productivity, equipment utilization, subcontractor performance, and resource allocation.
  • Mentor Project Managers, Assistant Project Managers, Project Engineers, and other staff.
  • Promote collaboration, accountability, continuous improvement, and professional growth throughout the organization.

Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.

  • 15 years of related experience or equivalent combination of experience and education.
  • Bachelor’s degree from a four year college or university in engineering, construction or a related field preferred.
  • Minimum 10 years managing Federal construction projects.
  • Demonstrated success managing Design-Build, Design-Bid-Build, MATOC, IDIQ, and multiple-award task order contracts.
  • 10 years of Federal construction projects
  • Demonstrated success managing Design-Build, Design-Bid-Build, MATOC, IDIQ, and multiple-award task order contracts.
  • Experience leading USACE and/or NAVFAC projects
  • Ability to help decipher and solve technical issues relating to construction
  • Good understanding of legal processes
  • Able to maintain morale within group and foster an environment of strong team spirit
  • Cost consciousness and focus on quality
  • Understanding of Business implications and decisions
  • Knowledge of Market and competition
  • Ability to assist with strategic planning
  • Ability to gather and analyze data, reason logically and creatively, draw conclusions and make appropriate recommendations

Additional Qualifying Factors

As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.

This position requires the ability to maneuver around work sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; frequent opportunity to move about and to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, cold, wind, rain or other inclement weather, walking over rough and uneven surfaces, and routine lifting of up to 35 pounds. If required, must properly use personal protective equipment (PPE) at all times including but not limited to: hard hats, steel toed boots, eye protection, respiratory protection, and hearing protection. Must always maintain a constant state of mental alertness.

Working Environment

Job is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
