Position Summary
The Senior Project Manager is a senior leadership position responsible for the overall planning, execution, financial performance, and successful delivery of complex federal and commercial construction projects. This role provides strategic oversight throughout the project lifecycle—from proposal development and preconstruction through closeout—ensuring projects are completed safely, on schedule, within budget, and in accordance with contractual requirements and company quality standards.
The Senior Project Manager serves as the primary liaison between clients, executive leadership, subcontractors, design teams, and project staff while leading high-performing project teams and mentoring junior project managers. This position manages multiple concurrent projects, including Design-Build, Design-Bid-Build, MATOC, IDIQ, and task order contracts, typically ranging from $5M to $30M in value with a combined portfolio exceeding $50M.

- Provide senior level leadership and oversight for multiple complex construction projects from pursuit through final closeout.
- Develop and execute project strategies that align with company goals, client objectives, contractual requirements, and financial expectations.
- Lead cross-functional project teams, providing direction, accountability, mentorship, and professional development.
- Establish project execution plans and ensure alignment between field operations, engineering, estimating, procurement, quality control, and safety teams.
- Manage project teams responsible for multiple concurrent projects while maintaining consistency in execution and client satisfaction.
- Direct project activities to ensure conformance to project budget, plans, specs, and schedule
- Serve as the primary point of contact for contracting officers, architects, engineers, and other key stakeholders.
- Build and maintain long-term client relationships that support repeat business and future contract opportunities.
- Participate in proposal development, interview presentations, project pursuits, and strategic planning efforts.
- Assume full Profit & Loss responsibility for assigned projects.
- Develop, monitor, and manage project budgets, forecasts, cash flow projections, and cost controls.
- Review project financial performance and implement corrective actions to maximize profitability.
- Identify, evaluate, and proactively mitigate project risks related to schedule, cost, safety, quality, labor, procurement, and contractual obligations.
- Direct project planning, scheduling, procurement, and execution activities.
- Collaborate with Superintendents to develop and maintain detailed project schedules utilizing Primavera P6 or equivalent scheduling software.
- Monitor labor productivity, equipment utilization, subcontractor performance, and resource allocation.
- Mentor Project Managers, Assistant Project Managers, Project Engineers, and other staff.
- Promote collaboration, accountability, continuous improvement, and professional growth throughout the organization.

- 15 years of related experience or equivalent combination of experience and education.
- Bachelor’s degree from a four year college or university in engineering, construction or a related field preferred.
- Minimum 10 years managing Federal construction projects.
- Demonstrated success managing Design-Build, Design-Bid-Build, MATOC, IDIQ, and multiple-award task order contracts.
- 10 years of Federal construction projects
- Demonstrated success managing Design-Build, Design-Bid-Build, MATOC, IDIQ, and multiple-award task order contracts.
- Experience leading USACE and/or NAVFAC projects
- Ability to help decipher and solve technical issues relating to construction
- Good understanding of legal processes
