Brillient is seeking a strategic and execution-focused Capture & Proposal Leader to partner with senior leadership and growth executives in driving successful capture and proposal efforts across Federal Health IT, DHS, Civilian, and DoD markets. This high-impact “player-coach” role is responsible for leading the full business development lifecycle—from opportunity identification and pre-RFP shaping through solutioning, proposal submission, and contract award—to support enterprise growth objectives and revenue targets.
The ideal candidate brings a strong balance of capture strategy, proposal leadership, solution development, and client engagement, with the ability to lead cross-functional teams in highly competitive federal procurement environments. Opportunities will span a diverse portfolio of products, professional services, software, and operational support solutions.
This position follows a hybrid schedule; candidates must be local to the National Capital Region.
Core Responsibilities
Capture Strategy & Growth
- Develop and execute comprehensive capture strategies, including customer engagement, competitive intelligence, Black Hat sessions, win theme development, and pursuit planning
- Support development and management of a balanced multi-year opportunity pipeline aligned to strategic growth priorities
- Lead gated bid/no-bid reviews in partnership with portfolio and executive leadership
Proposal Leadership
- Manage the full proposal lifecycle, ensuring compliant, high-quality, and compelling submissions aligned to capture strategies and customer requirements
- Lead proposal planning, storyboarding, color team reviews, and final delivery activities across multiple concurrent pursuits
- Develop persuasive, evidence-based value propositions and differentiated messaging tailored to client mission objectives
Solutioning & Teaming
- Partner with technical SMEs, solution architects, pricing, contracts, and operational leadership to develop innovative and executable solutions
- Lead teaming and partner engagement efforts, including subcontractor coordination and strategic alliance management
AI-Enabled Proposal Operations
- Drive adoption and optimization of AI-enabled proposal development tools to improve proposal quality, responsiveness, scalability, and operational efficiency
- Establish repeatable content management and proposal acceleration practices leveraging automation and AI-assisted workflows
Client & Leadership Engagement
- Support executive-level customer engagement activities to influence acquisition strategies and shape requirements
- Mentor and guide proposal staff and contributors while fostering a high-performance growth culture across the organization
Required Education & Qualifications
- Bachelor’s degree in Business, Communications, Marketing, Government, English, Technical Writing, or a related discipline
- Minimum of ten (10) years of progressive experience in federal capture management, proposal management, business development, and/or strategic growth within the federal contracting industry
- Demonstrated experience leading and supporting competitive federal pursuits across Federal Health IT, DHS, Civilian, and DoD markets
- Proven success managing the full capture and proposal lifecycle, including opportunity qualification, pre-RFP shaping, solutioning, proposal development, and contract award
- Strong knowledge of federal acquisition and procurement processes, including FAR-based solicitations, IDIQs, GWACs, BPAs, and task order competitions
- Exceptional proposal writing, editing, and communication skills with the ability to translate complex technical solutions into compelling, evaluator-focused content
- Experience leading cross-functional proposal teams, coordinating SMEs and partners, and driving compliant, high-quality proposal submissions under tight deadlines
- Strategic thinker with strong organizational, analytical, and problem-solving capabilities in fast-paced, deadline-driven environments
- U.S. Citizenship required; ability to obtain and maintain a government security clearance preferred
Preferred Qualifications
- Master’s degree in Business Administration (MBA), Communications, Public Administration, Government, or related field
- APMP, Shipley, PMP, or equivalent federal capture/proposal management certification
- Experience supporting small business federal contractors in high-growth environments
- Experience leveraging AI-enabled proposal development tools and content management platforms to improve proposal efficiency and quality
- Familiarity with federal CRM, pipeline management, and proposal automation tools (e.g., GovWin, Salesforce, SharePoint, Loopio, or equivalent)
