NOW HIRING: Quality Assurance (QA) Director – Intellectual & Developmental Disabilities (IDD) Services

Position Summary

The Quality Assurance (QA) Director is responsible for developing, implementing, and overseeing the organization's quality assurance and compliance programs to ensure the highest standards of care for individuals receiving Intellectual and Developmental Disabilities (IDD) services. This position promotes continuous quality improvement, regulatory compliance, risk reduction, and operational excellence while ensuring adherence to all applicable federal, state, and agency standards, including Maine Department of Health and Human Services (DHHS) and Office of Aging and Disability Services (OADS) requirements.

Essential Responsibilities

Quality Assurance & Compliance

  • Lead the organization's Quality Assurance and Performance Improvement (QAPI) program.
  • Monitor program operations, clinical documentation, service delivery, and person-centered planning for compliance with DHHS, OADS, HCBS, and other applicable regulations.
  • Conduct routine internal audits of documentation, medication administration, incident reporting, and residential services.
  • Develop and maintain quality metrics, dashboards, and compliance reports for executive leadership.

Quality Improvement

  • Design and oversee systems to identify trends, monitor performance indicators, and measure quality outcomes.
  • Lead root cause analyses following incidents, audit findings, or regulatory concerns.
  • Develop, implement, and monitor corrective action plans to ensure timely resolution of identified deficiencies.
  • Promote continuous quality improvement initiatives across all service lines.

Regulatory & Risk Management

  • Serve as the primary liaison during state licensing reviews, audits, investigations, and quality assurance initiatives.
  • Ensure compliance with Maine DHHS, OADS, Medicaid, HCBS, and applicable accreditation standards.
  • Monitor reportable events, incident investigations, abuse/neglect prevention measures, and risk management processes.
  • Collaborate with leadership to proactively address compliance concerns and reduce organizational risk.

Staff Development & Collaboration

  • Partner with Human Resources and Training departments to verify employee credentials, certifications, and mandatory training completion.
  • Provide education and guidance to managers regarding regulatory requirements, documentation standards, and quality expectations.
  • Support leadership in developing best practices that improve client outcomes and operational performance.

Leadership

  • Develop agency-wide quality assurance policies, procedures, and monitoring systems.
  • Prepare reports and recommendations for executive leadership regarding compliance trends, risks, and improvement opportunities.
  • Foster a culture of accountability, regulatory excellence, and person-centered service delivery.

Qualifications

Education

  • Bachelor's degree in Healthcare Administration, Social Work, Human Services, Public Health, Nursing or a related field required.
  • Master's degree preferred (not required). Commensurate experience may be considered.

Experience

  • At least 3-5 years of progressively responsible experience in Quality Assurance and Regulatory Compliance in this field (or related field of service).
  • Previous leadership or management experience preferred.
  • Experience working within HCBS waiver programs/IDD residential/community services strongly preferred.
  • Strong experience in communicating and coordinating with state regulatory agencies preferred.
