POSITION: PROGRAM MANAGER
DIVISION: BRIDGE RECEIVING CENTER
REPORTS TO: EXECUTIVE DIRECTOR
CLASSIFICATION: EXEMPT
POSITIONS UNDER DIRECT SUPERVISION: Direct Care Staff, Maintenance Team
HOURLY WAGE: $29.00 - $31.00 DEPENDING ON EXPERIENCE
SHIFT SCHEDULE: TUESDAY – SATURDAY; 11:00 A.M. – 7:00 P.M. (Flexible)
LOCATION: Lake Stevens, WA. This position is 100% onsite
JOB DUTIES AND RESPONSIBILITIES:
1. Demonstrate an ability to communicate compassion for vulnerable children placed into the program.
2. Display a willingness to form connections with youth to develop a supportive relationship.
3. Ensure an environment where every child will be valued, protected, and loved.
4. Have the ability to mentor staff in forming connections with youth and demonstrate deescalation techniques as needed.
5. Supervise an effective program of care leading to positive outcomes for both staff and youth.
6. Supervise and evaluate direct care staff.
7. Oversee the implementation of safety and supervision plans for each resident.
8. Comply with all State mandated visitations as directed by Program Manager.
9. Assist with ensuring all shifts are covered.
10. Communicate with the Executive Director or Program Manager in emergency situations so continuity of care can be ensured.
11. Assist in responding to crisis situations that may arise during working and non-working hours.
12. Assist direct care staff with clinical emergencies and interventions.
13. Fill in for scheduling gaps when needed
14. Maintain daily accurate records and reports.
15. Facilitate and conduct regular staff meetings and training to include but not limited to trauma informed training.
16. Approve timecards, vacation time, mileage, pre-approved overtime when needed and coordinate coverage for vacations or leaves for direct reports.
17. Oversee and manage the facilities in coordination with maintenance staff.
18. Other duties as assigned.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree in social work or 5 years or related experience.
- Experience and background of working with Children in Foster Care.
- Have training or experience with trauma informed care principles.
- Valid Washington driver's license and acceptable driving record.
- Criminal Background Record Clearance free of criminal convictions.
- If required, obtain a negative TB skin test.
- First aid/CPR certification.
- Prepare complete, concise, and clear reports.
- Ability to intervene during crisis situations with minors up to 18 years of age.
- Adequate vision and hearing to be able to supervise properly.
- Ability to work independently

DESIRED QUALIFICATIONS:
1. Experience with Residential Programs for a minimum of 3 years.
2. Experience working with children who have experienced trauma and can facilitate an environment utilizing trauma informed care principles.
3. Managerial experience in a culturally diverse workplace.

There are many problems in the foster care system nationwide. There has been a serious shortage of licensed homes that often leads to the many “bounces” that children just entering foster care often experience. Children often spend their first days and weeks bouncing between the DCYF office, motels, shelters, and emergency care facilities. In addition, children have little chance to get their questions answered, let alone process the recent upheaval in their lives
We’ve developed a 24 hour therapeutic transitional residential program in a camp-like setting where children, ages 4 and older, will find an immediate safe place to stay for up to 30 days – or longer, if needed. This extended time gives social workers and the courts time to determine what’s next for the children - a return back home, moving in with relatives/family friends or their first placement in a foster home. Our receiving center in Snohomish County often results in family reunification, the ability to keep siblings together, more successful first placements and fewer multiple placements.
