Breaking Ground operates nearly 4,000 units of housing across New York City, along with housing in upstate New York and Connecticut. Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness. But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home. Vice President, Housing Services Reporting to the Chief Operating Officer (COO), the Vice President, Housing Services is an executive position overseeing Breaking Ground’s current, and future, portfolio of transitional housing and social service programming in permanent housing. As part of the executive team, the Vice President will provide leadership within the organization and represent Breaking Ground to external stakeholders. This department plays an integral role in Breaking Ground’s overall mission by providing the foundation for individuals and families to make a successful transition from homelessness, through immediate services and long-term support once people have been housed. Our staff provide wrap around services and access to case management, harm reduction, mental health and medical care, etc. Direct service and operations staff utilize a trauma informed and harm reduction approach to provide critical services to clients/tenants including crisis intervention, incident management, and supportive counseling. The Vice President oversees a leadership team of approximately three to four senior management staff and a department team of over four hundred employees. This department oversees more than seven hundred units of transitional housing across seven sites, with an additional three transitional housing sites slated to come on-line over the next one to three years, adding over four hundred and fifty new units. The Vice President is also responsible for the social services delivery across more than five hundred units of permanent housing. Permanent housing services are expected to grow significantly over the next three years, adding nearly one thousand units to the social services portfolio. ESSENTIAL DUTIES: Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance Serve as a member of the Executive Council to establish, monitor, measure and achieve Breaking Ground’s strategic goals and objectives Identify and articulate department performance objectives and needs in regular consultation with Executive Council Recommend timelines and resources needed to achieve the programs’ goals Manage department and individual program budgets (>50M) and promote fiscal responsibility. Manage to Key Performance Indicators (KPI’s) and implement portfolio specific policies and procedures Adhere to contractual and regulatory guidelines across the entire department Ensure programs successfully meet and exceed operational and fiscal benchmarks Partner with the Agency Medical Director and align to guide the work of primary care and behavioral health services within the department Ensure service delivery utilizes best practice approaches aligned with industry standards Pursue new opportunities and the start-up of new programs and initiatives Develop systems to ensure consistent, high-quality project management Lead development of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational growth and new external relationships Develop systems, processes, and tools to better support the facilitation, collection, and sharing of knowledge that is generated by programs Build significant relationships with internal and external stakeholders Ensure key project outcomes and/or policy, advocacy, and legislation are evaluated and leveraged for maximum community and organizational impact Provide regular reports to C-suite leadership, other departments, the board of directors, and foundations In partnership with External Affairs, cultivate foundation and philanthropic relationships to advance new and innovative program design within the department Represent Breaking Ground on relevant committees and work groups, speaking engagements, conference panels, trainings, etc. Performs other related duties as assigned MINIMUM QUALIFICATIONS: Master’s degree in Public Health, Non-Profit Management, Social Work, or related fields Extensive career experience in non-profit, health & human services, housing, and/or related sectors. Experienced leadership professional with 10+ years senior leadership/executive experience Advanced managerial skills including supervising people managers and demonstrated success at building an effective team. Advanced experience/understanding/knowledge of local/state/federal affordable housing, homeless services, mental health, and substance use landscape, policy, funding, and best practice service approaches Sophisticated business acumen Expertise managing and leading large projects/programs/departments through consistent organizational growth Extensive experience with program development, government contracts and private grants, budgeting, and compliance Demonstrated competency of social services practices, compliance, and regulations with a strong commitment to excellence Demonstrated ability to effectively communicate and partner with government agencies and other internal/external stakeholders Ability to manage multiple significant priorities, including complex and time sensitive projects Proficiency in commonly used technology platforms and software, and custom databases EOE/M/F/Vet/Disabled Job Details Pay Type Salary
