DISTINGUISHING CHARACTERISTICS
This is the entry-level classification in the Information Technology Specialist series. Incumbents of this classification support large groups of users at all skill levels and many different applications on a variety of platforms. Assignments are generally moderately difficult in scope, but within the technical and procedural framework established by higher level employees, however, as experience is acquired, the employee performs with increasing independence.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by the Information Technology Manager and the Information Technology Supervisor.
Responsibilities may include functional supervision of subordinate staff.
Examples of Duties

Provide technical support and troubleshoot hardware, software, network or telecommunications problems to meet the needs of end users.
May develop documentation for existing applications or procedures.
Assist in testing and integrating new hardware and software to determine compatibility with current equipment and standards.
May act as a liaison with local and state agencies and vendors in the development of programs, policies, guidelines, and service levels.
Monitor systems, network and telecommunications activity, performance and usage. Work with third party vendor support, to develop hardware and software recommendations to identify and correct causes of hardware, operating systems software, or application program malfunctions; and to perform programming changes and enhancements.
Develop specialized queries and database/applications reports.
Develop and/or post Internet/Intranet content as required.
Monitor and evaluate the efficiency, effectiveness and security of information systems; act as systems administrator for the citywide LAN/WAN including the Intranet and email; oversee software applications.
May prepare training materials and course contents, and conduct demonstrations, classroom instruction or on-the-job training to users.
Assist in communicating systems status, computer events and planned upgrades to end users.
As directed, perform daily back up of systems data and retrieve lost data as needed; maintain back up media; archive, store, and destroy program and data files in accordance with the City’s Records Retention Policy.
Maintain a retention schedule log of all archived and stored data. Maintain the security of computer rooms and other areas as assigned.
Provide technical support to all levels of staff in response to requests received by the Information Technology Support Line (Help Desk), including but not limited to; city supported applications, hardware, peripherals, email, telecommunications, Internet and Intranet issues.
Assist in developing implementing, maintaining and enforcing information technology policies.
Develop and recommend procedures to improve systems operation, minimize risk, and ensure hardware and software integrity.
Assist in the design, implementation and maintenance of network infrastructure, including topology, configuration, and security to meet information technology standards.
Assist in establishing, coordinating and implementing long-range information systems planning; forecast and analyze information system needs.
Assist users in identifying and meeting their automation needs and developing alternative solutions.
Provide end-user support for all Microsoft 365 platform applications and features.

Typical Qualifications
Experience and Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential functions of the position.
Experience
A typical combination is:
Two years of progressive experience in information systems operations and maintenance, including computer hardware and software.
Education
Equivalent to an associate of arts degree in computer science, management information systems, business administration or a closely related field.
Licenses and Certificates
Possession of a valid driver’s license issued from the California Department of Motor Vehicles.
Possession of one or more of the following Microsoft Certified Professional (MCP), Microsoft Certified Software Administrator (MCSA), Microsoft Certified Software Engineer (MCSE), Cisco Certified Network Administrator (CCNA), or related certification or equivalent experience.

THE SELECTION PROCESS

Phase One - Application Review: The first phase of the selection process shall be a detailed review and appraisal of each candidate’s application. Phase Two - Written Examination: Those candidates determined to be most qualified on the basis of education and experience, as submitted, may be invited to participate in the next phase of the recruitment process. Candidates who receive a minimum score of 70% on this phase may be invited to the next phase of the recruitment.
Phase Three - Oral Appraisal Interview: Candidates who receive a minimum score of 70% on this phase shall have their name placed on the Eligibility List for Information Technology Specialist I. Eligibility Lists are generally valid for one year. Once the list is established, the Administrative Services Department may conduct follow-up assessments.
Prospective candidates must successfully complete a thorough background review. Upon a contingent offer of employment, prospective candidates must successfully complete a medical examination and provide proof of legal work status. All new employees will be fingerprinted as a part of the employment process and a criminal history check will be conducted with the Department of Justice and Federal Bureau of Investigation.

The City Of Brea Offers a Comprehensive Benefit Package For Eligible Employees And Their Dependents For Administrative And Professional Employees’ Association (APEA) Members, Including
SALARY RANGE: Composed of eleven (11) steps. Merit step increases are based on satisfactory performance.
RETIREMENT: Membership in CalPERS. Classic CalPERS members will be enrolled in the 2% @ 55 retirement formula and pay the employee’s 7% share. New CalPERS members, or returning CalPERS members with a break in service greater than six months, will be enrolled in the 2% @ 62 retirement formula and will be required to pay 50% of the normal CalPERS cost (currently 6.25%). The City does not participate in Social Security; however, employees pay the cost to participate in Medicare.
HEALTH INSURANCE: The City provides up to $1,550 per month towards health insurance for employee and dependents through the CalPERS Health Benefit program. Alternatively, there is a $325 medical opt out payment for employees who are insured outside the City’s insurance coverage.
GROUP INSURANCE PROGRAMS: Available to eligible City employees and qualified dependents. These programs include dental, vision, supplemental life and accidental death and dismemberment insurances.
