Overview
The Director of Compliance, Multifamily is responsible for leading the compliance function across Bradley Company’s affordable housing portfolio, ensuring regulatory integrity, operational consistency, and risk mitigation across all properties. This role partners closely with Multifamily leadership to design, implement, and continuously improve compliance strategies, policies, and processes that align with federal, state, and local program requirements. Serving as both a strategic leader and hands-on operator, this individual oversees a small internal compliance team while managing a third-party compliance partner to ensure consistent execution, accountability, and high-quality service delivery. This role plays a critical part in supporting property performance, audit readiness, and overall portfolio success.

Key Responsibilities
Compliance Strategy and Program Oversight
- Lead the development and execution of the company’s compliance strategy across the affordable housing portfolio.
- Ensure adherence to all applicable programs, including LIHTC, HUD, HOME, RD, and state housing agency requirements.
- Establish and maintain standardized policies, procedures, and SOPs to drive consistency and scalability.
- Monitor regulatory changes and proactively implement updates to ensure ongoing compliance.
- Identify compliance risks and develop mitigation strategies to protect the organization.
- Ensure audit readiness across the portfolio, including oversight of MORs, 8823s, and agency reviews.
- Oversee day-to-day compliance operations, including certifications, reporting, and file management processes.
- Ensure accurate and timely submission of all required reports to regulatory agencies.
- Maintain and optimize compliance systems, including Yardi, TRACS, and EIV, to ensure data integrity and reporting accuracy.
- Lead process improvement initiatives to enhance efficiency, reduce risk, and improve team productivity.
- Establish internal controls to prevent and detect compliance issues.
- Drive consistency in compliance execution across all properties and regions.
- Lead, coach, and develop an internal compliance team, setting clear expectations, goals, and performance standards.
- Provide ongoing training, guidance, and support to ensure team effectiveness and professional growth.
- Oversee and manage the relationship with third-party compliance partners, ensuring alignment with company standards and expectations.
- Establish accountability measures, performance metrics, and communication cadence with external partners.
- Allocate resources effectively across internal team and third-party support to meet portfolio needs.
- Foster a culture of accountability, collaboration, and continuous improvement within the compliance function.
- Partner closely with Multifamily leadership, property management, and asset management teams to integrate compliance into operational decision-making.
- Serve as a subject matter expert and resource for internal teams, ownership groups, and external stakeholders.
- Support property onboarding, transitions, and lease-ups to ensure compliance readiness.
- Collaborate with internal departments to align compliance practices with broader operational and business objectives.
- Communicate compliance trends, risks, and performance updates to leadership.

Qualifications
Education & Experience
- Bachelor’s degree in Business, Real Estate, Finance, or related field required.
- 7–10 years of experience in affordable housing compliance or property management, with a strong focus on regulatory programs.
- Prior leadership experience managing teams and/or third-party vendors preferred.
- Experience with LIHTC, HUD, RD, and layered program compliance required.
- LIHTC (HCCP), COS, or equivalent certifications strongly preferred.
- Strong knowledge of affordable housing regulations and compliance requirements.
- Proven ability to lead teams, drive accountability, and manage external partners.
- Highly organized with strong attention to detail and process orientation.
- Analytical mindset with the ability to identify risks and implement solutions.
- Effective communication skills with the ability to collaborate across all levels of the organization.
- Proficiency in compliance and property management systems (Yardi preferred).
- Ability to manage multiple priorities in a fast-paced environment.
- High level of integrity and ability to handle confidential information.
