JOB SUMMARY:

The Drug Task Force Operational Support Analyst (OSA) is a civilian professional responsible for providing comprehensive administrative, analytical, and operational support to the Bradford County Drug Task Force (BCDTF). This position works closely with County Detectives, Task Force Officers, municipal partners, and state and federal agencies. Due to the highly sensitive nature of Drug Task Force Operations, which involve handling confidential intelligence, protected personal information, and operational details related to ongoing investigations, it is strongly recommended that a candidate for the position of Drug Task Force Operational Support Analyst (OSA) has prior law enforcement experience or comparable investigative background. Familiarity with law enforcement procedures, confidentiality protocols, and secure information handling is essential to ensure the integrity of task force operations and to maintain compliance with all legal and operational standards.

DISTINGUISHING FEATURES OF THE CLASS:

The work of employees in this class requires considerable discretion, the application of specialized knowledge and abilities in the investigation and detection of crime. Responsibilities also involve the conduct of a wide variety of investigations of a non-criminal nature. Assignments are received from the District Attorney. Employees are expected to carry all assigned cases to conclusion. Although the work is performed in accordance with established rules and procedures, the employee must exercise considerable independent judgment in working of specific cases. Advice and assistance are available from supervisors on unusual situations and work is reviewed through observation of performance and results achieved personal inspection and a review of written reports.

JOB FUNCTIONS:

Assist in planning, coordinating, and preparing for drug task force operations, including confidential informant (CI) buys, undercover operations, surveillance, search warrants, and interviews;

Maintain real-time communication with case officers during field operations;

Research and analyze data using multiple investigative databases and intelligence tools;

Identify suspects, associates, vehicles, addresses, and criminal histories; perform threat assessments and provide real-time intelligence to officers;

Monitor audio and video surveillance feeds and relay actionable intelligence to field personnel;

Assist with photographing scenes and evidence, logging seized items, and maintaining evidence records during operations.

Conduct preliminary interviews with individuals providing information to the BCDTF;

Support detectives and prosecutors by assisting with witness interviews and statement collection; Gather and analyze intelligence from social media, surveillance systems, inmate communications, and cellphone extraction data;

Compile intelligence files, reports, and summaries for investigative and prosecutorial use;

Prioritize incoming information and disseminate it appropriately to officers, agents, and partner agencies.

Assist the BCDTF Coordinator with maintaining spreadsheets and reporting tools required by the Pennsylvania Attorney General’s Office;

Support the management of financial accounts, tracking expenditures, reimbursements, seized assets, and audit documentation;

Assist with case openings, internal case numbering, and maintenance of confidential informant records;

Help ensure compliance with mandatory reporting, audit requirements, and financial documentation standards.

Manage task force and court calendars; schedule meetings and training sessions;

Assist with special projects, training logistics, and inter-agency coordination;

Oversee office resources including supply ordering, budgeting support, and purchase order preparation;

Assist with travel arrangements and reimbursements for task force personnel;

Maintain physical and electronic case files, including ongoing updates and file closures;

Prepare statistical reports and process legal forms and documents;

Review cases for restitution, forfeiture information, and financial documentation;

Handle incoming calls and provide general administrative support as needed.

Assist in preparing materials required for discovery under Rule 305 of the Pennsylvania Rules of Criminal Procedure;

Coordinate with local, state, and federal law enforcement and intelligence partners;

Attend meetings and represent the task force professionally in collaborative environments.

WORKING CONDITIONS:

Requires flexibility in schedule, including nights, weekends, and extended hours with little notice;

Work may occur in office settings, vehicles, or environments affected by unsanitary or hazardous conditions;

Regular interaction with individuals involved in criminal activity or with high-risk health concerns.

PHYSICAL AND MENTAL REQUIREMENTS:

Must be able to follow instructions, pay close attention to detail, and concentrate on work;

Physical ability to assist with surveillance operations, evidence handling, and extended periods of sitting or standing;

Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections, or other job duties.

REQUIRED KNOWLEDGE, SKILLS and ABILITIES:

High School Diploma or GED required;

Valid Pennsylvania Driver’s License;

Ability to analyze data, prepare reports, and maintain detailed records;

Ability to read and understand legal, technical, and investigative documents;

Strong communication skills including report writing, presentations, and briefings;

Ability to multitask and adapt to rapidly changing priorities in stressful or time-sensitive situations.

MINIMUM EXPERIENCE and TRAINING:

Training or coursework in controlled substance identification or investigative subjects preferred;

Proficiency in Microsoft Word, Excel, PowerPoint, email applications, and police reporting software.
