BPA Services (BPAS) is seeking an experienced VA Federal Financial Accounting Subject Matter Expert (SME) to support an upcoming Department of Veterans Affairs (VA) Financial Management Business Transformation (FMBT) program opportunity.
This position is contingent upon contract award.
Position Overview
The VA Federal Financial Accounting SME will serve as a key member of a team supporting Independent Verification and Validation (IV&V) activities for the VA’s Financial Management Business Transformation (FMBT) program.
FMBT is VA’s enterprise financial and acquisition management modernization initiative. Through FMBT, VA is implementing the Integrated Financial and Acquisition Management System (iFAMS), which uses CGI Momentum as its commercial Enterprise Resource Planning (ERP) platform.
The selected SME will bring deep knowledge of VA federal financial accounting, VA financial operations, VA enterprise systems, and the FMBT/iFAMS environment to support evaluation of financial-management processes, requirements, system functionality, testing, interfaces, data, and implementation activities.
This position is best suited for a candidate who has worked directly within the VA financial-management environment and understands how VA financial requirements and business processes are implemented within enterprise financial systems.
Key Responsibilities
The VA Federal Financial Accounting SME will support the program by providing subject matter expertise in areas including:
- VA federal financial accounting and financial-management processes
- VA financial operations, policies, procedures, and business processes
- VA enterprise financial and acquisition systems
- FMBT and iFAMS business processes and implementation activities
- CGI Momentum financial-management functionality
- Financial and acquisition system requirements
- Financial business-process and system-functional reviews
- Independent review and assessment of financial-management requirements and system functionality
- Evaluation of financial requirements for completeness, accuracy, consistency, traceability, and testability
- Review of business processes, workflows, configurations, system interfaces, and related program documentation
- Support for functional, integration, interface, and end-to-end testing activities
- Review and development of test scenarios and test cases involving federal financial-management processes
- Identification of financial-management risks, issues, defects, findings, and recommendations
- Analysis of the financial and operational impact of identified system issues
- Collaboration with IV&V test leads, program managers, technical SMEs, VA stakeholders, and other program personnel
- Support for implementation-wave and operations-and-maintenance activities throughout the FMBT lifecycle
- Participation in assessments of implementation and operational readiness
Required Qualifications
Candidates must possess:
- A minimum of 5 years of VA federal Government accounting and financial management experience
- Extensive knowledge of VA federal financial accounting and financial-management processes
- Extensive knowledge of VA enterprise systems
- Strong understanding of VA operations and organizational business processes
- Knowledge of the VA Financial Management Business Transformation (FMBT) program environment
- Experience working with large, complex financial-management systems or financial-system modernization initiatives
- Ability to analyze financial requirements, business processes, system functionality, and related documentation
- Ability to work effectively with both technical and functional stakeholders
- Strong written and verbal communication skills
- Ability to communicate complex financial-management issues, risks, and recommendations to program leadership
- Ability to successfully complete required VA personnel-security, background-investigation, onboarding, and system-access requirements
Highly Desired Qualifications
Preference will be given to candidates with:
- Previous direct experience supporting the VA FMBT program
- Direct experience with the Integrated Financial and Acquisition Management System (iFAMS)
- Functional or technical experience with CGI Momentum
- Experience testing or validating CGI Momentum financial-management functionality
- Experience supporting a large-scale federal financial-management ERP implementation
- Experience with Independent Verification and Validation (IV&V)
- Experience with financial-system functional testing, system integration testing, interface testing, or User Acceptance Testing
- Experience evaluating financial requirements, business processes, interfaces, configurations, and data
- Familiarity with Agile or SAFe delivery environments
- Familiarity with JIRA, Xray, Agility, or similar requirements and testing tools
- Experience supporting financial-system implementation waves, releases, upgrades, or production operations
Ideal Candidate
The strongest candidate will have worked directly within the VA financial-management ecosystem and will be able to quickly understand the relationship between federal accounting requirements, VA business processes, FMBT implementation activities, iFAMS, and CGI Momentum.
