Position Summary

The Program Specialist provides leadership, technical assistance, and subject matter expertise to ensure the successful implementation of the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program. This position supervises Site Coordinators in the South region (Livingston, Crockett, Corrigan, Woodville). Maintains strong collaborative relationships with campus administrators, teachers, and community partners by developing, implementing, and monitoring high-quality programs that support student academic achievement, positive youth development, meaningful family engagement, and sustainable community partnerships. This is a full-time, 40-hour-per-week position. Occasional evening and weekend hours are required for special events, family engagement activities, training, and grant-related meetings.

Grant Funding Notice:
This position is supported by external grant funding through the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program. Employment is contingent upon the annual renewal and continued funding of the grant, as well as satisfactory performance and organizational needs. Should grant funding be reduced, discontinued, or not renewed, this position may be modified or eliminated.

Essential Duties and Responsibilities

Program Leadership

  • Provide technical assistance and support to assigned 21st CCLC program sites.
  • Monitor program implementation to ensure compliance with federal, state, and organizational requirements.
  • Conduct regular site visits, observations, and quality assurance reviews.
  • Develop recommendations for continuous program improvement.
  • Assist with grant reporting, documentation, data collection, and evaluation activities.
  • Facilitate professional development and coaching for Site Coordinators and program staff.
  • Collaborate with school administrators, teachers, district personnel, and community partners to support program success.

Family Engagement

  • Develop and implement family engagement initiatives that strengthen family literacy and support student achievement.
  • Plan and coordinate monthly family engagement events, workshops, literacy events, and educational activities.
  • Provide professional development on effective family engagement strategies.
  • Evaluate family participation and recommend improvements to increase engagement.

Community Engagement

  • Develop and strengthen partnerships with community organizations, businesses, higher education institutions, and nonprofit agencies.
  • Coordinate community resources that enhance student and family programming.
  • Assist with sustainability planning through strategic partnerships.
  • Support or facilitate the Texas ACE Steering Committee.
  • Promote collaboration between schools, community learning centers, and community stakeholders.

Accelerated Learning

  • Ensure after-school academic support aligns with school-day curriculum and district instructional priorities.
  • Coordinate enrichment activities that reinforce academic achievement and college and career readiness.
  • Collaborate with instructional staff to identify student learning needs.
  • Conduct instructional observations and provide coaching to improve program quality.
  • Monitor academic outcomes and recommend program improvements.

Summer Learning

  • Design and coordinate a comprehensive summer learning program that integrates academics, enrichment, college and career readiness, and family engagement.
  • Collaborate with district staff to align summer programming with school-day instruction.
  • Coordinate curriculum, enrichment activities, field experiences, and special events.
  • Provide training and coaching for summer program staff.
  • Evaluate summer program effectiveness and implement continuous improvement strategies.

Qualifications

Education

  • Bachelor’s degree in education, Human Services, Youth Development, Public Administration, Social Work, or a related field required. Alternative pathway: Associate degree and 7 years of experience at a youth serving organization.

Experience

  • Minimum of three years of leadership experience in education, youth development, after-school programming, or community engagement.
  • Experience working with federally funded programs preferred.
  • Experience providing professional development, coaching, or technical assistance is preferred.
  • Knowledge of Texas ACE or 21st Century Community Learning Centers programs is highly desirable.

Knowledge, Skills, and Abilities

  • Strong knowledge of youth development principles and quality after-school programming.
  • Understanding of family engagement and community partnership strategies.
  • Knowledge of instructional best practices, tutoring models, and academic interventions.
  • Strong leadership, coaching, and facilitation skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong organizational and project management abilities.
  • Ability to analyze program data and use findings for continuous improvement.
  • Proficiency with Microsoft Office, Google Workspace, and data management systems.
  • Ability to establish and maintain effective working relationships with diverse stakeholders.

Physical Requirements

  • Ability to travel regularly between assigned program sites.
  • Ability to occasionally lift and carry up to 25 pounds.
  • Ability to work occasional evenings and weekends for trainings, family engagement events, and summer programming.

Work Environment

Work is performed in school campuses, community centers, and administrative offices. Regular travel to multiple sites is required. Evening and weekend work may be necessary to support program activities and special events.

Salary

Salary is commensurate with education, experience, and available grant funding.
