Job Description

The Research Compliance & Integrity Officer leads and coordinates Bowie State University’s research compliance programs to ensure all research activities adhere to federal, state, and institutional regulations. This role manages major compliance areas—including IRB, IACUC, biosafety/biosecurity, conflict of interest, responsible conduct of research, export controls, material/data transfer agreements, and time & effort reporting. The Officer oversees protocol review systems, facilitates compliance committee operations, and develops policies and procedures governing ethical and responsible research. The position conducts regulatory reviews, audits, inspections, and post-approval monitoring to maintain institutional readiness for federal oversight and accreditation. The Officer also manages the full lifecycle of research misconduct allegations, ensuring fairness, confidentiality, and accurate documentation for federal reporting. Serving as a central campus resource, the role advises faculty, staff, and administrators on compliance requirements and emerging regulatory issues while supporting training, audits, and site visits across the Division of Research & Innovation.

Responsibilities

  • Provide administrative and operational oversight of all research compliance programs (IRB, IACUC, Biosafety/Biosecurity, COI, RCR, MTAs/DTAs, Time & Effort, Export Controls, CUI).
  • Maintain systems for protocol submission, review, tracking, and reporting.
  • Coordinate compliance committee meetings, training, and documentation.
  • Develop, update, and disseminate compliance-related policies and SOPs.
  • Ensure alignment with federal regulations (45 CFR 46, FDA, USDA, PHS, 42 CFR 93, etc.).
  • Review research protocols, amendments, renewals, and disclosures.
  • Conduct audits, inspections, and compliance assessments.
  • Maintain documentation for reporting, inspections, and accreditation.
  • Provide regulatory guidance to researchers and administrators.
  • Manage research misconduct processes (assessment, inquiry, investigation).
  • Prepare required federal documentation and ensure due process.
  • Advise leadership on compliance risks and regulatory changes.
  • Support training programs, audits, reporting requests, and documentation for site visits.
  • Perform duties assigned by the Vice President for Research & Innovation.

Minimum Qualifications

  • Bachelor’s degree in a relevant field.
  • 3–5 years of experience in research compliance, research administration, or oversight of human/animal subjects.
  • Knowledge of federal research regulations (NIH, NSF, FDA, USDA, OLAW, ORI, ITAR/EAR).
  • Ability to interpret policies, analyze information, and maintain confidentiality.
  • Strong written/oral communication, interpersonal skills, and attention to detail.
  • Proficiency in Microsoft Office and database management.

Preferred Qualifications

  • Master’s or terminal degree (MPH, MS, JD, PhD).
  • Certifications (CIP, CPIA, CCRA/CRQM).
  • Experience in academic or research-intensive environments.
  • Familiarity with eRA systems (IRB/IACUC platforms, Kuali, CITI).
  • Experience conducting research misconduct investigations.

Conditions of Employment

  • Position is grant-funded and contingent upon continuation of funding.
