Overview

 

Position Purpose:

The Chief Human Resource Officer (CHRO) is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of succession planning, talent management, change management, organizational and performance management and compensation. The CHRO provides strategic leadership by articulating HR needs and plans to the executive management team.

Responsibilities

  • Establish and implement HR efforts that effectively communicate and support the company's mission and strategic vision.
  • Provide overall leadership and guidance to the HR function by overseeing talent acquisition, onboarding, career development, succession planning, retention, leadership development, compensation and benefits to attract and develop a diverse and high-performing workforce.
  • Function as a strategic business advisor to the executive/senior management of each business unit or specialty group regarding key organizational and management issues.
  • Overseeing compensation and benefits programs, ensuring they are competitive, equitable, and aligned with company objectives.
  • Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals.
  • Lead HR analytics and reporting, providing insights to guide decision-making and improve HR processes.
  • Monitors attendance, ensures department coverage, performs employee evaluations, enforces policies and procedures, and initiates disciplinary action, if necessary, in accordance with union contracts or BWSC policy.
  • May participate in the employment process by interviewing candidates and making recommendations for hire or promotion.
  • Performs similar or related work as required, directed or as situation dictates.

Recommended Minimum Qualifications:

 

Education, Training and Experience:

Bachelor's Degree in Business or Public Administration or a related field preferred; Master’s Degree preferred. Fifteen (15) years of related work experience with seven (7) years of progressive supervisory experience. Any equivalent combination of education, training and experience.

 

Knowledge, Ability and Skill:

Knowledge: Advanced knowledge of commonly used human resources concepts, practices and procedures; working knowledge of contract negotiations; advanced knowledge of collective bargaining agreements; advanced knowledge of State and Federal laws pertaining to HR; knowledge of municipal benefits.

 

Ability:  Maintain effective working relationships with others; lead and direct the work of others; be accurate, thorough and well organized in working with detailed information; take initiative to assure timely compliance with deadlines and the resolution of pending matters; maintain tact and discretion in challenging situations and interactions with employees; maintain confidential information; respond quickly to unexpected projects with short deadlines or changes in important procedures.

 

Skill: Strong organizational and interpersonal skills; strong communication skills; strong presentation skills; highly proficient use of computers, office automation, and other department specific computer applications.

This position works at a desk; moves around inside office to access file cabinets and office machinery; traverses stairs; occasionally lifts objects weighing up to 10 pounds, such as supplies, folders, and books; operates a keyboard and calculator at efficient speed; views computer screen for extended periods of time. Requires the ability to recognize and identify differences between colors, shapes and sounds associated with job-related objects, materials and tasks.

 

Supervision:

Supervision Scope: The employee is familiar with the work routine and uses initiative in carrying out recurring assignments independently.

 

Supervision Received: Works under the direct supervision of the Chief Operating Officer.

 

Supervision Given: Manages a team of HR professionals.

 

Job Environment:

Majority of work is performed under typical office conditions; the noise level is moderate.

Has frequent contact with city department heads, employees, retirees, brokers, insurance representatives, vendors and other municipal Personnel/HR departments.  Contacts are in person, by telephone and in writing by email, fax or correspondence.

Has access to confidential employee records.

Errors could result in delays or loss of service, monetary loss, and legal ramifications.
