Full Job Description
Job overview: The Massachusetts and Rhode Island State Supervisor has daily operational responsibility to ensure quality testing experience for our test takers and fingerprinting clients in their area of operation. This position is responsible for oversight of the following locations: Auburn, Boston (Charlestown), Lawrence, Fall River and Providence (RI) Training and Testing Centers.
Responsibilities include, but are not limited to managing virtual teams, continuous review of staff optimization, oversee new-hire and recertification training, ensure uniform adherence to all policies and procedures, as well as investigate and resolve site/staff issues. Additional duties include job applicant screening and interviews. This position reports to the HHD Aviation LLC Director of Operators.
Scheduled hours: Testing Centers (TCs) operate Monday – Saturday, 7:30 am to 4pm depending on designated region. The State Supervisor, in coordination with the Director of Operations, is required to manage and support assigned TCs over a 40-hour period during scheduled operations.
Hours and days we operate:
- Monday through Friday (7:30 am to 4:00 pm)
- Saturday (7:30 am to 4:00 pm)
This position requires a normal degree of computer savviness. Read that to mean, familiarity with Chrome and Edge web browsers, Microsoft Windows 11 and Office, scanning and printing documents, and digital photo taking. We have a great on-call technical support team to help in times of stray electrons. You’ll never have to learn to program with us, but you certainly will increase your computer literacy.
Salary and Compensation:
This position is a W-2 hourly position. The pay rate is $22.00 per hour.
Travel reimbursement is determined by the yearly IRS per diem travel and mileage rates. An IRS 1099-MISC or current tax year document will be provided at the beginning of the next tax year.
Incumbent has the option to perform services as an independent contractor. This option will be discussed during the selection process
Job Duties:
Responsibilities include, but are not limited to:
Supervision of the Massachusetts Testing Center network (Auburn, Boston (Charlestown), Lawrence, Fall River and Providence (RI) Training and Testing Centers) via
Direct, on-site engagement which requires travel to assigned testing centers
Remotely via CCTV monitoring
Acquire and maintain active Test Center Administrator (TCA) exam proctor and fingerprint technician credentials for all programs within their TC demographic
Assist other State Supervisor’s with their regions as necessary to maintain continuity of operations
Assist in the management of a virtual team and enforce staff adheres to all departmental, company safety/security policies, procedures and protocols
Includes PSI, ETS, Kryterion, Meazure Learning, ProV, Prometric, Pearson Vue, Sterling Identity Services, Field Print and future testing center network operations
Review and manage employee QuickBooks Workforce payroll entries and expense reports
Review, analyze and manage test center staffing levels; ensure adequate coverage and maximum site utilization Manage assigned TCAs schedules
Identify and develop lead TCA for assigned sites
Communicate openly with TCA staff regarding performance, expectations and discipline when necessary
Conduct monthly site visits of each Testing Center at a minimum with increased frequency based on operational requirements as required by the Director of Operations
Train new hire TCAs
Assist in the evaluation of staff training, continuing education/recertification and create developmental opportunities for the team
Build and maintain relationships with the TCAs and other State Supervisors
Create reports and presentations as needed
Assist in the opening of new or expansion of existing test sites. (staffing, setup, training, etc.)
Assist with additional projects and assignments as needed
Assist in the investigation of complaints and security incidents in a timely manner and keep appropriate departments informed of findings, outcomes and corrective measures
Provide aid to assigned and unassigned TCAs as required
Assure that assigned testing centers are adequately supplied with logistical items to sustain testing operations
Requirements:
High School Diploma, bachelor’s degree is preferred
2 years leadership experience
1 year project management experience
Demonstrated proctoring experience or equivalent experience preferred
Knowledge of existing test center operations, examination administration (proctoring), and knowledge of electronic fingerprinting procedures preferred but not required
Demonstrated experience with Microsoft Windows 11 and Office software
Strong written and verbal communication skills
Prior experience managing remote employees
Experience in both conflict resolution and strong problem resolution required
Human Resources background preferred
Proven employee relations experience
Requires the ability to take direction well, yet work independently
May require up to 50% travel
Physical requirements:
- Be able to lift up to 40 pounds (a case of printer paper is our heaviest item)
- Drug and substance abuse free regardless of local or state laws is a must
NOTE: All TCAs are subjected to a federal background check since we administer federal exams. Only US citizens or permanent residents may apply due to federal exam program requirements.
- The testing centers are tobacco free and non-users are highly preferred due to the close proximity TCAs are with candidates and environmental reasons. All of our campuses are drug and smoke free
- TCAs may have to sit for extended periods of time during candidate check-in windows
- Perform periodic and random walk-throughs of testing areas are required
