General Description

ABOUT THE JOB:

The Manager III, paired with more senior management staff, will assist in the management of BHA properties taking direction and responsibility for management tasks as assigned. The Manager III will assist in a number of areas with the main tasks being overseeing rent collection, and tracking and approving the recertification process. The manager III will work with the lead manager of the site on rent collection policy including late rent notices private conferences, grievances; can attend housing court if lead manager is unavailable. The Manager III will initiate the appropriate steps in the legal process for those residents who fail to complete annual recertification. Manager III will oversee, assist, and coach the senior management aide in fulfilling the developments goals in both rent collection and recertification’s. The Manager III will complete Living Unit inspections and building and grounds inspections. The Manager III will provide customer service to residents, including taking reports, addressing maintenance issues and provide follow-up to the resident. The Manager III can issue purchase requisitions and some small procurement in compliance with the BHA procurement policy, when the lead manager is away or on vacation. The Manager III may initiate a cause legal case under the supervision of ADPM or Regional manager if the lead manager is on leave or unavailable. The manager III will interact with all staff at the Development and assist them with their needs in order to attain their goals, i.e. 48-hour notices, contacting resident/vendors on behalf of maintenance. Attend monthly Tenant Task force meetings.

Duties & Responsibilities

  • Assists in carrying out development management objectives.
  • Assists with procurement activities at the development level. Including seeking quotes for requires supplies and services.
  • Assists with all lease enforcement activity as assigned. Assists with leasing of apartments including the scheduling of apartment showings and conducting the showings as assigned.
  • Assists with rent collection, including sending late rent correspondence and conducting Private Conferences as assigned.
  • Assists with annual Living Unit Inspections or other unit inspections, along with building and grounds inspections as assigned.
  • Takes part in activities with local tenant organizations under the BHA’s tenant participation policies including attending LTO or other resident meetings as assigned.
  • Provides good customer service.
  • Prepares and/or reviews reports on all management matters as assigned.
  • Performs related duties in maintaining the operations of the property.

Minimum Qualifications & Experience

High School graduate or GED. Associate’s degree in public administration, business or social science is preferred. One year of responsible experience in public, business, or community agency administration with some administrative experience in housing or a related field, preferably in areas with low-income population. Demonstrated experience of comparable responsibility and competence may be substituted for educational qualifications. Ability to work well with persons of all diverse backgrounds. Strong, problem solving and mathematical skills. Ability to work independently and exercise sound judgement. Strong organizational skills. Knowledge of HUD regulations, and other Federal, state and local laws related to low-income housing and policies preferred.
