POSITION SUMMARY
Serves as the Assistant Supervisor over the sanitation collection in the Public Works Department for the Borough of Chambersburg. This position will be elevated to Supervisor once the current Supervisor retires at the end of the year. The incumbent is responsible for the supervision and coordination of the Boroughs sanitation collection activities, including green yard waste. Work involves planning, supervising, directing personnel, and performing work with considerable latitude over work methods and procedures. Direct supervision is received from the Assistant Director of Public Works and/or the Director of Public Works.
The employee assigns areas of work and ensures, often by frequent inspections, that all standards are met. The position is generally a standard workweek, consisting of 8 hours a day, 40 hours a week; however, the position often requires flexible work hours, including often starting the workday during the overnight hours, and shifting schedules as needed to accomplish supervision of work that occurs overnight or in the early mornings.
As a frontline supervisor, the incumbent is expected to perform work activities alongside the crew as needed including riding on the back of sanitation vehicles, loading municipal solid waste into collection vehicles, monitoring drop-off at Bulky Waste Days at the Borough Farm and inspecting tipping at the local landfill. Work also involves performing administrative work such as maintaining personnel records, distributing paychecks, dealing with customer and collection issues, and receiving incoming supplies.

- Oversees the operation of refuse collection and disposal of residential and commercial trash, including account management; anticipates or investigates cause for delay or inadequate performance and takes appropriate action;
- Plans and schedules work for most effective and efficient use of personnel and equipment and to minimize interference with or interruption of services;
- Directs, schedules, checks, assists, evaluates, counsels, and instructs direct reports as to methods, procedures, and safety required in sanitation operations;
- Keeps records of materials and supplies used, prepares reports, and places orders in accordance with approved policies and procedures;
- Receives and addresses customer complaints in a positive manner;
- Administers contracts for the collection and disposal of businesses' and apartments refuse;
- Establishes charges for business accounts;
- Executes approved Department budgets for assigned areas;
- Follows work of contractors and Borough personnel and anticipates or investigates causes for delays or inadequate performance and takes appropriate action;
- Assists other Public Works department supervisors in their work as needed;
- Oversees the safe operation of all sizes of equipment, and instructs employees in the care and use of equipment and suggests improved work methods;
- Investigates and resolves complaints from the public and employees alike and makes recommendations for improvements to the Director and Assistant Director of Public Works;
- Drive the routes for the day to ensure all refuse is collected and that no debris is left out on the road.
- Oversees the leaf collection program.
- Overseas the bulky and electronic drop-off.
- Assists with preparation of short- and long-range plans related to the Boroughs refuse collection;
- Approve time cards for employees and input time cards for equipment;
- Facilitates the training of staff;
- Provides quality control of staff and operations and ensures continuance of logs, charts, records, schedules, maintenance, testing, and calibration of equipment;
- Attends night meetings as required;
- Troubleshoots issues;
- Consults with supervisors and makes recommendations as to personnel matters such as hiring, performance, promotion, discipline, etc.;
- Assists in the preparation of the Departments operational and capital budgets;
- Oversees the requisition of equipment and supplies necessary to carry out projects and operations;
- Maintains good personnel and public relations;
- Facilitates meetings with staff;
- Operates motor vehicles, heavy equipment, and power-driven equipment;
- Subject to emergency calls and responses, including responding to weather events and other emergencies outside of normal working hours;
- Participate as designated instructor for the Boroughs Commercial Drivers License (CDL) Training Program in both the classroom and on-the-road training
- Performs other duties as assigned and required within the scope of assigned responsibilities.

- Ability to make decisions and recommendations in accordance with rules, regulations, and policies governing the organization;

- Must have a strong technical background and the ability to prepare concise and accurate technical reports;

QUALIFICATIONS
Education
- High school diploma or equivalent.
Preferred
- Associate or Bachelors degree with a concentration in engineering, or related degree; and/or
- Trade school certification in Public Works Management, Waste Management, or a closely related area of study.
Experience:
- More than five (5) years of progressive experience in the public works area, including some formal supervisory experience;
- Some experience with procurement and purchasing practices in a municipal environment (i.e., knowledge of competitive bidding system and COSTARS State contract process).
- Some experience loading or driving a sanitation rear end loader and/or a commercial side or front loader preferred;
- Knowledge and experience with facility maintenance including minor plumbing, electrical, and landscaping.
Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
WORK AUTHORIZATION/SECURITY CLEARANCES
Must be legally authorized to work in the United States and maintain required clearances to hold a position at Chambersburg Borough.
ADDITIONAL ELIGIBILITY REQUIREMENTS
Incumbent must have and maintain a valid motor vehicle license, three (3) years clean driving history, and be insurable in the independent opinion of the Borough's motor vehicle insurance underwriter.
Must reside within fifteen (15) driving miles of the corporate limits of the Borough of Chambersburg within one (1) year of the hire date as their bona fide primary residence, and continue to reside within that area while employed.
Must obtain a Commercial Drivers License (CDL), Class A with Air Brakes, O restriction is permitted, prior to the end of the probationary period.
