Program Manager

As a Program Manager at Boeing Intelligence & Analytics you will be responsible for:
- Performing oversight and execution of the program, ensuring that all developments, enhancements and upgrades of software or full system solutions adhere to the Government requirements.
- Overseeing the management and operational needs of a software development and technical support Technical Task Order totaling over $60M
- Leading a diverse team of systems engineers, software developers, UX, and test engineers to deliver software development solutions
- Provide technical leadership for the integration of requirements, design, and technology
- Interact with the Government regarding systems engineering technical considerations and for associated problems, issues or conflicts
- Utilizing an agile product centric methodology, you will manage the development activities related to presentation and visualization capabilities, including studies, analyses, concept explorations, proofs of concepts, prototyping, and product placement within the IC product ecosystem(s).
- Meet regularly with the customer (Prime Contractor) to ensure issues are promptly resolved, to enhance communications and establish strategic relationships
- Conducting Technical Exchange Meetings (TEMs) with government personal as required; ensure that TEMs address reports and products generated by the program, along with other necessary tasking and topics
- Contribute to the overall project strategy and manage complex challenges and changes in project scope
- Advise and provides recommendations on candidates for employment/termination, assist with conduct of performance evaluations and salary reviews for assigned staff and is responsible for the application of company policies

Experience and Qualifications:
To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:
Required Education and Years of Experience:
- Ten (10) years of experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity is required.
- Shall have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule, and financial data monitoring, and reporting
- Shall have at least one (1) year of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
- Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and Intelligence Community Directive (ICD) 801 policies.
- Shall have direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
Required Qualifications
- Active TS/SCI with Polygraph
- Proven experience leading a program management team, ensuring effective execution across technical, financial, and administrative areas
- Strong oral and written communication skills, with the ability to operate effectively in a collaborative, cross-functional environment
- Experience reviewing candidates and coordinating cross-functionally to support staffing and decision-making processes
- Demonstrated ability to establish, integrate, and implement program management processes that enhance consistency and performance
- Proficient in organizing, contributing to, and maintaining clear, efficient program documentation
- Certification: PMP, FAC-P/PM Entry Level, or DAWIA Level I (or higher) in Program Management
Program and Financial Management
- Experience allocating resources (staffing, facilities, and budgets) within contractual scope
- Experience reviewing and allocating management reserve within contractual limits
- Experience identifying and managing risks, developing mitigation plans, and allocating budgets accordingly
- Experience reviewing and proposing Integrated Program Baselines (IPBs) or resource-loaded schedules to the Government
Technical and Cross-Discipline Integration
- Proven ability to ensure cross-discipline integration to meet Government and mission needs
- Experience participating in Integrated Product Teams (IPTs) to design and implement new capabilities based on development and operational considerations
- Experience collaborating with higher-level Program Managers to ensure efficient and effective management of the contractor’s overall effort
Leadership and Communication
- Experience recruiting, training, and managing program staff, both direct and indirect
- Experience preparing and presenting program status reviews and formal briefings to the Government Program Manager (PM)
- Demonstrated ability to communicate issues, risks, and solutions to the Government PM in a timely and transparent manner
- Experience reviewing all financial and technical deliverables prior to submission to the Government
Contractual Compliance and Reporting
- Experience ensuring compliance with all regulatory and contractual requirements, in coordination with contracts staff
- Experience assisting the Government PM with statutory acquisition reporting and responding to Congressional Questions for the Record (QFRs)
- Experience coordinating Engineering Change Proposals (ECPs) and Value Engineering initiatives for submission to the Government PM
- Experience supporting Quality Assurance Surveillance Plan (QASP) and Award Fee review processes
Desired Qualifications
- Experience reviewing and approving financial reports, including Earned Value, Estimate to Complete (ETC), Funds, and Man-hour Expenditure Reports
- Experience managing Task/Technical Task Order (TTO)-based contracts
- Experience managing multiple subcontractors and vendor relationships
- Project management experience with complex systems supporting DoD or Intelligence Community programs
- Experience with DoD system acquisition processes and program lifecycle management
- Experience with financial reporting and analysis to support program oversight
- Proposal development experience as a Capture Manager, Volume Lead, Section Lead, and/or author
Remote/Telework may be authorized for up to 16 hours per week, subject to customer approval and mission requirements.

Summary Pay Range:
