Position Summary

The Construction Management Representative (CMR) is responsible for on-site oversight, inspection, documentation, and coordination of construction activities to ensure full compliance with contract requirements, plans, specifications, and applicable codes and regulations. The CMR serves as a key liaison between the Contractor and the Government, supporting quality assurance, safety compliance, cost control, and project documentation throughout the project lifecycle. This position is located at New River Gorge National Park and Preserve in Raleigh County, West Virginia. The project site is approximately one hour from Charleston and is readily accessible for candidates commuting from Southern West Virginia or western Virginia near the state line. The location offers a practical commute while providing the opportunity to work within a nationally significant natural and recreational area.

Essential Duties and Responsibilities

  • Provide on-site construction management oversight to ensure compliance with contract documents, plans, specifications, and applicable codes
  • Monitor contractor performance and verify adherence to the approved Quality Control Plan
  • Conduct and document daily construction inspections, including progress, workmanship, and compliance
  • Ensure all phases of inspection are properly executed in accordance with project specifications
  • Monitor construction safety practices for compliance with OSHA standards and the Contractor’s Safety Plan
  • Identify, document, and immediately report unsafe conditions or incidents
  • Maintain daily safety observations and ensure proper use of personal protective equipment (PPE)
  • Review, track, and manage submittals, RFIs, RFPs, and other project documentation
  • Maintain logs for submittals, correspondence, and project records throughout the project lifecycle
  • Assist in drafting responses to RFIs and preparing Requests for Proposals (RFPs) and Requests for Price Proposals (RPPs)
  • Support development of Independent Government Estimates (IGEs) and Records of Negotiation
  • Prepare and distribute weekly progress meeting agendas, reports, and meeting minutes
  • Coordinate and lead project meetings (excluding pre-construction conference)
  • Communicate project status, issues, and upcoming activities with stakeholders
  • Observe and document construction activities through daily reports and photographic records
  • Coordinate required inspections (critical, special, and final) with appropriate parties
  • Maintain and update deficiency (punch) lists and track resolution of outstanding items
  • Review contractor daily reports for accuracy and reconcile discrepancies
  • Prepare and submit weekly progress summaries, including photos and status updates
  • Track permit compliance and document quantities of installed materials
  • Review certified payrolls and verify labor compliance
  • Conduct labor interviews and ensure proper documentation
  • Ensure removal of personally identifiable information (PII) prior to submission
  • Review and verify contractor payment applications, quantities, and percent complete
  • Prepare and submit draft and final pay estimates for approval
  • Assist with preparation of construction cost estimates, including labor, equipment, materials, overhead, and profit
  • Support contract modifications, scope changes, and negotiation processes
  • Analyze and document differences between government estimates and contractor proposals
  • Review and analyze project schedules, including baseline and periodic updates
  • Evaluate schedule logic, progress, and potential delays
  • Provide reports on schedule compliance and short-term look-ahead schedules
  • Utilize project management software to track documents, workflows, schedules, and communications
  • Ensure proper document control, data tracking, and timely processing of project information
  • Compile and coordinate all project closeout documentation, including reports, photos, as-built drawings, and warranties
  • Verify completion of all contract closeout requirements and submit final documentation
  • Provide office support services, including coordination, communication, and technical assistance as needed
  • Ensure continuity of services between field and office staff


Education, Experience, and Technical Skills

Required Education, Experience, and Technical Skills

  • Bachelor’s degree in Construction Management, Civil Engineering, Structural Engineering, Geotechnical Engineering, or a closely related field
  • Additional coursework or training in:
    • Construction management practices and contract administration
    • Cost estimating and construction scheduling (e.g., CPM)
    • Construction safety and OSHA regulations
    • Quality control/quality assurance (QA/QC) processes
  • Relevant certifications or credentials preferred, such as:
    • OSHA 30-Hour Construction Safety Certification (required)
    • Certified Construction Manager (CCM)
    • Engineer-in-Training (EIT) or Professional Engineer (PE) (for engineering backgrounds)
    • Project Management Professional (PMP)
    • Additional federal or agency-specific training (e.g., NPS, USACE, DOI procedures)
  • Equivalent combination of education and experience may be considered in lieu of a degree, particularly with extensive field construction management experience
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license


Preferred Education, Experience, and Technical Skills

  • Comprehensive knowledge of construction management principles, practices, and methodologies
  • Thorough understanding of construction contracts, plans, specifications, and Division 01 requirements
  • Knowledge of heavy civil, structural, and geotechnical construction, including:
    • Slope stabilization systems (gabions, retaining walls, reinforced slopes)
    • Bridge rehabilitation and structural concrete repairs
    • Drainage systems and erosion control measures
    • Accessible construction requirements under ABAAS standards
  • Familiarity with federal construction policies, procedures, and workflows (e.g., NPS, USACE, DOI)
  • Knowledge of construction safety regulations, including OSHA standards and site safety best practices
  • Understanding of cost estimating principles, including breakdowns for labor, equipment, materials, overhead, and profit
  • Knowledge of construction scheduling concepts, including baseline schedules, critical path method (CPM), and schedule analysis
  • Familiarity with quality control/quality assurance (QA/QC) processes and inspection procedures
  • Understanding of project closeout requirements, including as-built documentation, warranties, and turnover procedures


Working Environment

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.


This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work typical hours at the request of the client or role demands.


Physical Demands

Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.

Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.

Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.

Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.

Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
