Primary ResponsibilitiesEnterprise Compliance Program Management
- Own the Bank's written compliance management system (CMS), including policies, procedures, risk assessments, testing schedules, and board-level reporting.
- Maintain and annually update the compliance risk assessment across all business lines, products, and geographies.
- Serve as the primary point of contact for all regulatory examinations, inquiry responses, and corrective-action plans with the Federal Reserve Bank of Dallas (primary federal regulator), the Texas Department of Banking (state chartering authority), and the FDIC (deposit insurer).
- Coordinate with the Bank's BSA Officer to ensure consumer compliance and BSA/AML programs are aligned and examination-ready; serve as a resource on intersecting regulatory requirements (e.g., Regulation E error resolution, GLBA data handling) that touch both programs.
Staff Compliance Training
- Design, implement, and maintain the Bank's ongoing compliance training program, ensuring all employees receive timely, role-appropriate instruction on applicable regulatory requirements.
- Develop targeted training modules for lending, deposit operations, and payment services staff reflecting the Bank's specific products, customer base, and regulatory profile.
- Track training completion, maintain records, and periodically assess training effectiveness; update content as regulations or Bank products change.

Consumer Regulatory Compliance
- Ensure ongoing adherence to applicable federal and state consumer protection laws, including:

- Texas Finance Code and any applicable Texas Department of Banking rules

Payments & API Compliance

- Conduct pre-launch compliance reviews ("compliance by design") for new API products, assessing exposure under Regulation E, NACHA Operating Rules, GLBA/Safeguards, and applicable state law.
- Monitor evolving federal and state regulatory frameworks governing open banking, real-time payments, and financial data sharing.
- Ensure that all customer-facing disclosures and error-resolution procedures for payment services meet Regulation E requirements.
Fair Lending Oversight
- Develop and maintain the Bank's fair lending program, including periodic analyses of loan pricing, approval rates, and product access across all active lending markets.

QualificationsRequired
- Bachelor's degree required.
- Minimum 5 years of bank compliance experience, with demonstrated expertise in consumer regulatory compliance (Reg E, Reg Z, ECOA, GLBA).
- Working knowledge of Texas state banking law and the Texas Finance Code.
- Experience managing or coordinating federal bank regulatory examinations; experience with the Federal Reserve and/or Texas Department of Banking strongly preferred.
- Familiarity with electronic payments regulation, including Regulation E and NACHA Operating Rules.
- Strong written and verbal communication skills; ability to translate technical regulatory requirements into practical operational guidance.
