The Senior Counsel Expert is responsible for advising Members of the National Labor Relations Board on the adjudication of cases arising under the National Labor Relations Act. The incumbent serves as an expert legal counsel on a Board Member's staff and normally reports through the Deputy Chief Counsel to the Board Member.

IDEAL CANDIDATE STATEMENT
The ideal candidate for the Attorney Adviser (Labor) (Senior Counsel-Expert to Board Member) has a wide-ranging and thorough knowledge of the National Labor Relations Act, including Board policies, procedures, and practices; possesses strong research and analytical skills; exhibits an ability to timely and appropriately handle multiple assignments at the same time; and demonstrates excellent communication skills.

BASIC REQUIREMENT
Education: Must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application.

Bar Membership and Certification: Must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico. Your active Bar license must reference Bar number and indicate the status of good standing. Agency Internal Self-Certification Forms are not acceptable for verification.

In addition to the BASIC REQUIREMENT, applicants must also meet the following:

MINIMUM QUALIFICATIONS

Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Attorney Adviser (Labor) (Senior Counsel-Expert to Board Member) at the GS-15 grade level.

Specialized experience includes:
  • Experience demonstrating comprehensive knowledge of the National Labor Relations Act, including Board policies, procedures, and practices; and
  • Experience interpreting and applying the National Labor Relations Act to difficult and novel factual and legal issues in unfair labor practice and representation cases; and
  • Experience providing authoritative guidance, interpretation, and recommendations on both administrative matters and legal issues based on relevant labor laws and regulations.

Responsibilities:

As an Attorney Adviser (Labor) (Senior Counsel-Expert to Board Member), GS-0905-15, your typical work assignments may include:
  • Planning and conducting special studies as assigned by the Board Member, the Chief Counsel, or the Deputy Chief Counsel on difficult and novel questions of law, policy, and procedure which arise in the administration of the Act and formulates recommendations thereon for consideration by the Board Member and/or the full Board.
  • As directed, serving as the Board Member's representative, as chairman or member, on special intra-Board and agency committees.
  • Maintaining liaison with the Chairman and/or other members of such committees to keep currently informed on specific issues proposed for consideration and discussions.
  • Preparing "bench memoranda" setting forth the contested issues the Board must decide, the relevant facts, the judge's disposition of those issues, the parties' arguments, and counsel's recommendations as to how he or she believes the Board should resolve each contested issue.
  • Recommending disposition of complicated factual and legal issues based on Board precedent and Board Members' special positions in order to enable the Board to issue decisions and orders efficiently and productively.
