Position Overview:
We are seeking an experienced and detail-oriented Operations Manager to join our steel fabrication and erection company. This role is responsible for overseeing the day-to-day operational, financial, and administrative functions related to certified payroll, accounts receivable (A/R), and accounts payable (A/P). The ideal candidate will have a strong understanding of construction accounting principles, compliance with prevailing wage laws, and excellent organizational and leadership skills.

Key Responsibilities:
Financial Oversight
- Manage and oversee accounts receivable and collections, ensuring timely billing and
payment from clients.
- Supervise accounts payable, including vendor payments, purchase orders, and expense tracking.
- Coordinate with external accountants or internal bookkeepers to support month-end close and financial reporting.
Payroll & Certified Payroll Compliance
- Process weekly/bi-weekly payroll for field and shop personnel.
- Ensure accurate tracking of hours, job classifications, and wage rates in compliance with Davis-Bacon, prevailing wage, or local jurisdiction requirements.
- Prepare and submit certified payroll reports (e.g., WH-347, LCPtracker, eMars).
- Maintain employee records and timecard approvals for audits and compliance.
Operational Management
- Develop and enforce internal procedures for financial documentation, timekeeping, and job costing.
- Coordinate with project managers, foremen, and field teams to ensure accuracy in job tracking and labor allocation.
- Assist in implementing and managing construction management software and systems for operational efficiency.
Administrative Leadership
- Work closely with ownership and upper management to support strategic business decisions.
- Train and oversee administrative staff or clerks supporting finance and payroll functions.
- Maintain compliance documentation and manage submissions for public or government-funded projects.

Qualifications:
- 3–5 years of experience in construction operations, accounting, or payroll management (steel industry experience preferred).
- Strong knowledge of certified payroll processes and requirements (Davis-Bacon, TXDOT, government contracts).
- Proficiency in accounting and payroll software (e.g., QuickBooks, LCPtracker, Procore, or similar platforms).
- Strong leadership, time management, and communication skills.
- Ability to multi-task and maintain attention to detail in a fast-paced environment.
Preferred:
- Experience in structural steel fabrication and erection
- Familiarity with lien laws, project billing, and pay application processes
- Bilingual in English/Spanish is a plus
Compensation:
Salary based on experience. Benefits and performance incentives available.
