Pay Rate: $60/hr straight time | $90.00/hr OT (anything in excess of 40 per week)
Per Diem: $125/day
Mobilization: Standard mobilization/demobilization. Travel provided (mileage or flight, per diem while traveling and travel time) per company policy.
Home Leave: Standard home leave policy applies, travel expenses (mileage or flight) reimbursed per company policy.
Estimated Hours: Best estimate is 50 hours per week. Schedule is client-directed and will fluctuate week to week.
Project Overview
The Client is seeking a contract LOTO Coordinator to support construction and commissioning of the Lange II Generating Station, a new 99-megawatt natural gas-fired (dual-fuel) electric generation facility being developed by Black Hills Energy in Rapid City, South Dakota. The facility will feature six dual-fuel Reciprocating Internal Combustion Engine (RICE) units capable of running on natural gas or diesel, serving growing energy demand across South Dakota and eastern Wyoming. The project represents an estimated $280 million investment, with construction underway and commissioning targeted for Q3–Q4 2026 ahead of commercial operation in Q4 2026. The individual will serve as the site's Lockout/Tagout (LOTO) Coordinator, responsible for developing, implementing, and overseeing lockout/tagout procedures to ensure safe isolation of electrical and mechanical energy sources throughout construction and commissioning activities.
Key Responsibilities
- Develop, implement, and maintain the site-wide Lockout/Tagout (LOTO) program in accordance with OSHA 1910.147, NFPA 70E, and Client safety requirements
- Serve as the primary point of contact for all LOTO permits, isolations, and energy control procedures across construction and commissioning activities
- Review and approve system- and equipment-specific LOTO procedures and isolation boundaries prior to work authorization
- Coordinate LOTO isolations and clearances with the EPC, craft supervision, commissioning team, and equipment vendors
- Maintain and audit the LOTO log, tracking active locks/tags, isolation points, and clearance status
- Conduct field verification of isolations and zero-energy checks prior to issuing work clearances
- Train and qualify craft personnel and site staff on LOTO procedures, isolation points, and hazard recognition
- Coordinate high-voltage switching and clearance requests with utility and Client operations personnel as required
- Track and resolve LOTO-related discrepancies, near-misses, and non-conformances to closure
- Support Pre-Operations meetings and Quality Walkthroughs related to energy isolation and equipment readiness
- Provide regular status reporting on LOTO program compliance to Client leadership
- Comply with all site safety programs, OSHA requirements, and Client safety protocols
Ideal Candidate Profile
Required Experience & Qualifications
- Prior experience as a LOTO Coordinator, LOTO Specialist, or Electrical Safety Coordinator on power generation, substation, or industrial construction projects
- Strong working knowledge of OSHA 1910.147 (Control of Hazardous Energy) and NFPA 70E electrical safety requirements
- Experience developing and administering LOTO programs on utility-scale power infrastructure (natural gas, reciprocating engine, or substation facilities preferred)
- Ability to read and interpret electrical one-lines, P&IDs, and equipment isolation procedures
- Experience coordinating isolations and clearances across EPC contractors, equipment vendors, and Client operations personnel
- Familiarity with high-voltage switching and clearance procedures
- Experience managing LOTO documentation and logs in Procore or similar construction management platforms
- Strong written and verbal communication skills; comfortable enforcing safety compliance directly with craft and vendor teams
