Blue River Career Programs, a cooperative career center located in Shelby County, announces the opening for the Director of Blue River Career Programs. BRCP consists of 425 students from all 4 Shelby County school districts.

Applications will be accepted from January 26, 2024 - February 26, 2024.

Selection: The BRCP Governing Board shall select and employ a Director to serve as the executive officer of the school. The applicant must have past successful experience in career and technical education and shall have a philosophy of career and technical education which is acceptable to the Governing Board and the stated philosophy of the school. The Director shall possess a current Indiana Certificate for Secondary Supervision and Administration or a career and technical education Director's license.

Duties: The Director, with the guidance of the Governing Board, will guide the school community in identification of shared beliefs, affirmation of the school's mission and establishment of mutually agreed upon goals. The Director will facilitate the development of a healthy learning environment and the accompanying curricular and instructional models that move the school toward a realization of the mission.

The Director shall:

General

  • Represent BRCP in the community, forging relationships and partnerships with business and industry. Be the liaison for community input to formulate and present programs that combine the needs of education and industry specialties.
  • Be responsible for the public relations program in regard to news media,

organizations, business and industry, and the community.

  • Maintain positive public relations with the sending schools and their communities.
  • Maintain school safety.

Board

  • Serve as the executive officer of the board and shall be charged with the responsibility of implementing the policies of the Board of Governors.
  • Attend all board meetings, prepare the agenda for all meetings and participate in all deliberations of the board when such deliberations do not involve the employment consideration of the Director.
  • Review policy updates and prepare suggested changes in policy for board review and approval.
  • Administer the school in conformity with the adopted policies of the Governing Board and the rules and regulations of the State Department of Education and in accordance with state and federal laws.
  • Develop administrative procedures for implementing board policies and recommend appropriate administrative staff and clerical help as the needs of the school warrant.
  • Perform other duties as may be assigned by the Governing Board

Fiscal

  • Prepare and submit a corporation budget to the BRCP Governing Board, for approval, prior to July 15 of each year.
  • Serve the Governing Board as the Chief Negotiations Officer in all negotiations with certified and non-certified personnel.
  • Participate in the formulation of the revision of performance based compensation models within the financial resources of BRCP and make recommendations to the Governing Board for adoption.
  • Be responsible for maintaining accounting procedures adequate to record in detail all transactions affecting the acquisition, custodianship, and disposition of funds.
  • Be responsible for the purchase of all instructional equipment, supplies and materials, budget appropriations and needs, store and distribute the same.
  • Be responsible for preparing proposals, acceptable to the Governing Board, to present to state or federal agencies for grants to operate special projects.
  • Be responsible for the application formulation, submission, and administration of the annual Perkins grant. Additionally, monitor compliance with the grant assurances.
  • Be responsible for all aspects of the Form 30A APC funding process and submission to state agencies.

Administration

  • Monitor and manage the CTE dashboard data provided by DOE.
  • Serve as Civil Rights Compliance Officer.
  • Serve as Title IX Coordinator.
  • Oversee the insurance program
  • Oversee continuous school improvement and compliance with state requirements.
  • Represent BRCP at all state required Regional Partnership Consortiums.
  • Serve as the Adult Education Director and supervisor of the High School Equivalency (HSE) Testing Program in compliance with all regulations.
  • Supervise the maintenance and custodial service personnel to keep facilities and equipment clean, safe and in good repair.
  • Maintain the collection of and safe keeping of necessary records including registrations, attendance, grade reports and serve as Retention Officer.
  • Provide leadership to the General Advisory Committee and Program Advisory Committees.

Faculty/Staff

  • Recommend employees for appointment, demotion, transfer, retention or dismissal in accordance with the policies of the Governing Board.
  • Direct the supervision of instruction and evaluation of all secondary programs and instructional staff.
  • Ensure all staff are properly licensed as required by their profession and/or legal standards. This includes all background checks and filing of all forms necessary for proper licensing and criminal background investigations.
  • Be responsible for the evaluation of all administrative staff.
  • Organize staff development workshops and in-service meetings for faculty as needed to enhance their professional development.
  • Meet with each teacher as needed to jointly develop written disciplinary and safety plans and procedures of that particular program.
  • Meet with each teacher to develop a list of instructional equipment needs for their particular program.
  • Work closely with student services staff and instructors to assist at risk students by coordinating compliance to individual student learning plans.
  • Be responsible for the continued development, preparation and distribution of the staff handbook.
  • Responsible for setting the date, creating the agenda, and providing overall direction of the regular staff meetings.

Students

  • Formulate and implement student recruiting at sending schools.
  • Be responsible to maintain student discipline.
  • Communicate to parents, school officials, and students details of disciplinary action. Conduct counseling sessions with students, as needed, to prevent further disciplinary problems.
  • Coordinate the end of year Honors/Awards Ceremony.

Facilities

  • Maintain an updated inventory list of both program and building equipment.
  • Oversee the telephone service, and broadband.
  • Oversee the selection of all Construction Technology projects and present to the Governing Board for approval.
  • Be responsible for any construction and alteration of the building in accordance with the plan and specifications approved by the Governing Board.
  • Oversee the coordination of the purchase, installation, maintenance, and use of technology in the career center.

Qualifications

  • Master’s degree in career and technical education, school administration or

related area, or a Bachelor’s degree with significant experience.

  • Five years’ experience in an appropriate teaching area and/or educational

administration with evidence of leadership experience, preferred.

  • Excellent verbal and written communication skills.
  • Certifiable in Indiana in Career and Technical Education.
  • Possession of a valid Indiana driver’s license.

Physical Requirements

  • Occasional travel; occasional prolonged and irregular hours; occasional lifting

up to 35 lbs.

  • Mental demands requiring decision making, analytical and organizational skills

in order to achieve work objectives, draw daily operational conclusions, solve

practical problems, use computer technology and to present information for use

by administration in making decisions.
