PRIMARY PURPOSE

 

Assist the Superintendent in providing leadership and oversight for district operations, curriculum and instruction, personnel, and other district priorities. This role ensures high-quality learning experiences, strict state and federal compliance, and strong academic outcomes for all Blanco ISD students.


QUALIFICATIONS

 

Experience

  • Required: Minimum of five years of increasing leadership responsibility in public education. Must include at least three years of successful experience as a campus principal.
  • Preferred: Leadership experience at multiple campus levels and/or central office leadership.

Education / Certification

  • Required: Master’s degree in education or a related field.
  • Required: Valid Texas Principal Certification.
  • Preferred: Texas Superintendent Certification.

Special Knowledge / Skills

  • Thorough knowledge of district-level operations, school law, and administrative hearing procedures.
  • Deep understanding of educational philosophy, research, current strategies, laws, and policies.
  • Proven capability in curriculum theory and its practical application in the classroom.
  • Skill in designing, implementing, measuring, and continuously improving educational programs.
  • Ability to effectively manage strategic organizational change, budgets, and district personnel.
  • Strong data interpretation, policy evaluation, public relations, and interpersonal communication skills.

MAJOR RESPONSIBILITIES AND DUTIES

 

District Leadership and Instructional Oversight

  1. Superintendent Collaboration: Assist the Superintendent in daily operations and leadership, executing the district’s vision, goals, and strategic priorities.
  2. Department Governance: Provide leadership and oversight for assigned departments, campuses, and initiatives to support student learning and efficiency.
  3. Academic Direction: Lead districtwide curriculum management, curriculum pacing calendars, campus-based unit assessments, instructional interventions, and continuous improvement planning.
  4. Data Monitoring: Monitor instructional programs, student achievement data, and campus improvement efforts to ensure alignment with state accountability standards.
  5. Administrative Mentorship: Support campus administrators in implementing effective instructional practices, professional growth, and operational leadership.
  6. Program Administration: Oversee specialized programs including Career and Technical Education (CTE), Dual Credit/Dual Enrollment/Advanced Placement (DC/DE/AP), Early Literacy/Pre-K, and Summer School.
  7. Instructional Materials: Direct the Instructional Materials Allotment (IMA), textbooks, textbook oversight, and technology software platforms including Eduphoria Aware and EduHero.
  8. Student Operations: Coordinate and support the development of the district academic calendar, school safety initiatives, student attendance monitoring, student enrollment/admissions, and physical education standards.
  9. Support Staff Management: Supervise and guide campus counselors, nursing/health services, library services, and the districtwide "Leader in Me" framework.

Organizational Management and Compliance

  1. Strategic Planning: Develop, implement, and evaluate long-range operational systems that support district priorities.
  2. Resource Allocation: Support budget development, resource allocation, staffing needs, and enrollment projections for all assigned areas.
  3. Legal Compliance: Ensure strict compliance with federal and state laws, State Board of Education rules, local board policies, Title IX guidelines, and district procedures.
  4. Data System Integrity: Oversee district compliance functions and data systems, state/local testing, ISS, student discipline systems, master scheduling, and General Education Homebound services.
  5. Policy Advocacy: Keep district leadership fully informed regarding legal, legislative, and policy developments affecting public education.
  6. Student Conduct Governance: Enforce the Student Code of Conduct, process parent/student handbooks, and serve as the district hearing officer.
  7. Committee Oversight: Direct the District Site-Based Committee and the School Health Advisory Council (SHAC) to fulfill institutional goals.
  8. District Activities: Review and approve campus events and student field trips.

Personnel Leadership and Professional Development

  1. Personnel Administration: Oversee staffing recommendations, contract administration, employee supervision, and organizational planning within assigned sectors.
  2. Culture & Recruitment: Recruit, support, and evaluate assigned staff while fostering a culture focused on collaboration, professionalism, and student-centered decision-making.
  3. Professional Learning: Lead professional development opportunities designed to strengthen leadership capacity, instructional effectiveness, and operational performance.
  4. Evaluations Management: Oversee the Texas Teacher Evaluation and Support System (T-TESS) and establish the annual T-TESS appraisal calendar.
  5. Incentive Tracking: Direct the strategic implementation and tracking of the Teacher Incentive Allotment (TIA).
  6. Investigations: Conduct or supervise administrative reviews related to employee concerns, student matters, complaints, and grievance procedures.

Communication and Community Relations

  1. Stakeholder Engagement: Foster strong collaboration among district departments, campuses, families, and community partners to support student achievement.
  2. District Representation: Represent the district at board meetings, public events, community functions, and governmental meetings.
  3. Visibility & Presence: Maintain a highly visible presence throughout the community, demonstrating responsiveness to stakeholder needs and regularly attending extracurricular and UIL events.
  4. Reporting: Prepare and deliver professional reports, presentations, and policy recommendations to the superintendent, Board of Trustees, and district leadership.

Other Duties

  1. Confidentiality: Maintain absolute confidentiality of student, employee, personnel, investigative, and district information in accordance with state and federal laws.
  2. Emergency Protocols: Assist the Superintendent with and enforce all district safety protocols, Emergency Operations Plans (EOPs), and StayALERT reporting.
  3. Superintendent Assignments: Perform other duties as assigned by the Superintendent.

SUPERVISORY RESPONSIBILITIES

  • Supervises and evaluates coordinators and instructional support staff as assigned by the superintendent.

WORKING CONDITIONS

  • Mental Demands: Ability to communicate effectively (verbally and written); instruct and model desirable skills/attitudes; remain productive and maintain emotional control under stress; supervise others in a non-coercive manner; maintain a clear focus on customer service; handle frequent interruptions.
  • Physical Demands: Regularly required to sit, stand, and move throughout district facilities (Assistant ... p. 3). Moderate standing, stooping, bending, and lifting/transporting of up to 50 lbs.
  • Environmental Demands: Some travel; occasionally prolonged, irregular hours.
