Job Summary
The RIW Supervisor oversees staff delivering employment, training, and supportive services to Rhode Island Works participants on behalf of the Rhode Island Department of Human Services (DHS). The role ensures high-quality client services, compliance with TANF/RIW regulations, and strong communication between the agency and DHS. The Supervisor leads a team of case managers, employment specialists, or mentors to help families move toward self-sufficiency.
Key Responsibilities
1. Program Management & Compliance
- Supervise staff who provide case management, employment coaching, and support services to RIW participants.
- Ensure all client records, documentation, and activities comply with DHS guidelines, TANF policies, and contract requirements.
- Monitor participation hours, work activities, and client progress; ensure timely reporting to DHS.
- Conduct internal case reviews for quality and accuracy.
- Support the implementation of RIW program updates or changes issued by DHS.
2. Staff Leadership & Training
- Provide daily supervision, support, and coaching to case managers and program staff.
- Schedule regular team meetings, training sessions, and skill-building opportunities.
- Assist staff with complex cases, barriers, or escalated client issues.
- Manage workloads, productivity expectations, and performance evaluations.
3. Client Services Quality Assurance
- Ensure staff are providing effective employment plans, barrier-removal strategies, and referrals to support services (e.g., childcare, transportation, housing).
- Monitor and support client engagement, participation, and completion of assigned work activities.
- Promote trauma-informed, culturally responsive, and client-centered service practices.
- Address client complaints and work collaboratively to resolve concerns.
4. Reporting, Documentation & Data Management
- Ensure accurate and timely data entry in DHS systems (such as RI Bridges or partner reporting platforms).
- Track program outcomes including work participation rates, employment placements, progress notes, and service utilization.
- Prepare reports for agency leadership and DHS contract managers.
- Use data to identify service trends and improve program effectiveness.
5. Coordination with DHS & Community Partners
- Maintain strong communication with DHS caseworkers, supervisors, and administrators.
- Participate in DHS meetings, trainings, and collaborative calls.
- Build relationships with community partners, workforce agencies, training providers, schools, and service organizations.
- Help coordinate services and referrals to address client needs.
Experience
- Education: A Master’s degree (Public Administration, Social Work, Human Services, or similar) — or a Bachelor’s and/or extensive relevant experience in program/agency management.
- Experience: Several years (likely 3–5 years or more) in human services, social work, public or community‑serving programs, with experience managing or coordinating programs, budgets, and staff.
- Skills: Strong knowledge of social welfare practices; familiarity with state & federal program requirements; ability to supervise staff; ability to coordinate services; program planning, evaluation, reporting, and compliance; capacity to liaise with community agencies and other stakeholders; good administrative, not just case‑work, skills.
- Flexibility & Leadership: Ability to lead teams, manage multiple program components (case‑management, compliance, reporting, client services), strong communication and interpersonal skills, and likely comfort working under a public‑sector / government environment with state regulations.
Job Type: Full-time
Pay: $48,406.22 - $58,295.67 per year
