Program Manager - Systemwide Identity and Access Management
Position Details:
Location: Oakland, CA - Hybrid
Type: 12 Term Contract
Description: Will lead a comprehensive analysis of identity and access management (IAM) capabilities used for delivery of systemwide authentication and identify verification across the UC system.
Level: Senior/Engineer - The right candidate must have demonstrated technical expertise with IAM and be comfortable leading through ambiguity and building consensus among high-level IT leaders at each UC location.
Position Overview
This Program Manager will lead a comprehensive analysis of identity and access management capabilities used for delivery of systemwide authentication and identify verification across the UC system.
Key Responsibilities
· Produce system wide assessment reports and recommendations for:
o A Systemwide Authentication Program to deliver unified Single Sign-On and Multi-Factor Authentication solutions.
o A Systemwide Identity Verification Tool to reduce credential fraud and improve user trust.
· These initiatives will require the candidate:
o Lead analysis of IAM practices and tools across University locations and industry wide.
o Develop assessment frameworks, gap analyses and propose implementation plans.
o Coordinate interviews with IAM teams, CISOs, CTOs, and IT leaders.
o Analyze vendor solutions.
o Present findings to leadership.
Required Qualifications
· Experience leading IAM assessments or implementations.
· Deep understanding of IAM concepts (SSO, MFA, federation, lifecycle).
· Strong analytical and requirements-gathering skills.
· Experience building governance models.
· Excellent communication and facilitation skills.
· Familiarity with IAM vendors.
