Performs advanced technical and administrative work, scheduling, planning, and supervising transit service, maintaining records and files, and related work as apparent or assigned.  Work is performed under the supervision of the Transit Operations Manager. Supervision is exercised over assigned staff. This position is classified as an essential position during designated planned or unplanned events.

  • Develops and implements effective transit schedules, run cuts and shift assignments; oversees semi-annual and special shift picks for operators, as necessary; maintains service plans and provides updates to staff
  • Oversees the planning and development of transit service routes and schedules in consultation with CCS (Communication & Customer Support) and Operations division staff
  • Monitors service disruptions, special events, street closures, construction and other activities that affect service and detours as needed, providing updates to staff as appropriate
  • Coordinates and provides input to other Town departments and Virginia Tech on projects and construction affecting transit service
  • Analyzes scheduled personnel hours to ensure optimization, shift coverage, and compliance with policies
  • Collects and evaluates data for the purpose of assessing routes and schedules, ridership, bus stops, and operational issues; makes recommendations for service improvements
  • Prepares periodic reports and special reports as needed; maintains appropriate records
  • Provides support and input in the development of the operating and capital budgets for the Operations division
  • Collaborates with Operations staff and other divisions to ensure coordination and quality control; attends and actively participates in meetings of assigned committees and work groups
  • Assists with applicant interviewing and hiring process, as assigned
  • Supervises Blacksburg Transit (BT) planning staff and oversees Transit’s planning function, including but not limited to: preparation of studies, project development; review of land development proposals in coordination with Town staff; coordination with the Metropolitan Planning Organization
  • Oversees the maintenance and improvement of bus stops, shelters, amenities, etc., and assists with other construction projects, as assigned, ensuring compliance with ADA regulations and planning standards
  • Provides support to the Operations division in a supervisory capacity during planned and unplanned events
  • Performs other duties as assigned

  • Extensive knowledge of the principles and practices of public transportation system scheduling and planning
  • Thorough knowledge of public transportation operations and work policies
  • Comprehensive knowledge of planning principles, and ability to prepare reports
  • Ability to prepare and maintain detailed compliance records and reports
  • Ability to plan and schedule the work of rotating staff, and subordinates
  • Ability to establish and maintain effective working relationships with government officials, associates, and the general public
  • Ability to communicate ideas effectively both orally and in writing
  • Proficient in Microsoft Office suite and ability to obtain proficiency in other scheduling programs

Education and Experience

  • Bachelor’s degree with coursework in business or public administration, transportation, planning or related field 
  • Considerable experience working in commercial or public transportation service, including supervisory and administrative experience, or equivalent combination of education and experience

Special Requirements

  • Valid driver's license in the Commonwealth of Virginia with a satisfactory driving record
  • Ability to obtain a commercial driver’s license (Class B with Air Brakes and P endorsement) in the Commonwealth of Virginia
  • This is a safety-sensitive position subject to drug and alcohol testing guidelines as set forth by the Federal Transit Administration and the US Department of Transportation in 49 CFR Part 40, and Part 655, as amended
  • A pre-employment drug screening is required for this position
  • Drug and alcohol testing guidelines set forth by the U.S. Department of Transportation and Federal Transit Administration will be followed during the employment period
  • This work requires the occasional exertion of up to 10 pounds of force
  • Work regularly requires using hands to finger, handle or feel and repetitive motions, frequently requires sitting, speaking or hearing and occasionally requires standing, and walking
  • Work has standard vision requirements
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating motor vehicles or equipment and observing general surroundings and activities
  • Work occasionally requires exposure to fumes or airborne particles, exposure to outdoor weather conditions and exposure to vibration, exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment
  • Work is generally in a , moderately noisy location (e.g., business office, grounds maintenance, heavy-light traffic)

Salary : $59,151 - $61,541
