What are the responsibilities and job description for the Director of Finance and Administration position at Blackburn Center?
DESCRIPTION: This full-time staff person provides strategic oversight of the agency's financial, administrative, and human resource functions, including cost allocation and regulatory compliance. The role supervises finance and administrative staff and oversees external consultants to ensure strong internal controls and smooth organizational operations. This is a non-exempt position as defined in the Fair Labor Standards Act.
RESPONSIBILITIES include, but are not limited to:
- Manage day-to-day financial operations including accounts payable/receivable, payroll, banking, and reconciliations.
- Develop and monitor budgets in collaboration with program staff and leadership.
- Maintain accurate fiscal filing and financial records for all agency programs in accordance with GAAP, nonprofit best practices, and funding source guidelines.
- Ensure compliance with federal, state, and local financial regulations.
- Track grant funding, reporting deadlines, and allowable expenses.
- Monitor and implement updates related to payroll laws and regulations.
- Maintain and update HR policies, ensuring compliance with applicable employment laws, regulations, and organizational practices.
- Manage the annual 1099 reporting process, including vendor data review, form preparation, and application state agencies.
- Manage the annual audit process, including preparation of schedules, financial reports, and supporting documentation.
QUALIFICATIONS include but are not limited to:
- Bachelor's degree in Accounting, Finance, or related field.
- 5 years of relevant experience preferred: CPA or CMA.
- Strong understanding of nonprofit accounting principles, including fund accounting and cost allocation methodologies.
- Demonstrated experience developing and managing complex organizational budgets.
- Proficiency with financial software, computerized accrual-based accounting systems, and advanced Microsoft excel skills.
- Demonstrated leadership skills with strong interpersonal skills and the ability to collaborate effectively across teams.
- Proven ability to manage multiple priorities and meet deadlines.
- Commitment to the program philosophy of he agency required.
- Ability to travel within the county required.
- Valid Pennsylvania driver's license required.
- Acts 151/34 Certifiable, FBI background check, and Mandated Reporter Certification required.
