Black Bear Talent is seeking a dynamic Human Resources Manager to lead and execute HR strategies that support facility wide business goals. This role requires a hands on professional who thrives in a fast paced environment, manages competing priorities with confidence, and delivers strong day to day HR leadership. You will coach managers, oversee core HR functions, and introduce innovative solutions that enhance processes and employee experience. Essential Duties and Responsibilities:
- Provide guidance to managers and supervisors regarding policy interpretation and people related issues such as performance management, leave administration, corrective action, among others.
- Ensure strong, positive employee relations, processes are in place to maintain an equitable workplace
- Manages the talent acquisition process for leadership and employee roles, which may include start to finish recruitment, interviewing, and hiring, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.
- Manage and investigate complaints from hourly employees and resolve the case. Escalate all cases related to salary employees to the Deputy Director of Human Resources.
- Create and coordinate motivational activities to promote employee engagement and teamwork.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices.
- Ensure compliance with labor laws and employment regulations
- Support managers in goal setting and performance improvement plans
- Manage the Payment Structure for employees under Incentive Program.
- Administration of Workers Compensation cases.
- Create and post in a timely manner the OSHA 300 log.
- Report to the Bureau of Labor and Statistics on the employee data every month.
- Administration of Personal Leave, Medical Leave, FMLA and Frances Online platform for Paid Leave Oregon requests.
- Prepare all type of communications, policy reminder and motivational activity flyers in tree languages (English, Spanish and Russian).
- Responsible for managing client labor audits, this includes completion of FSLM Assessment, ensure employee files are in compliance, policies, among others.
- Conduct Round Table with the employees every 2 months.
- Ensure all Job Descriptions are up to date and in compliance.
- Create the Monthly Building Inspections Report.
- Coordinate the Performance Evaluation process for the facility.
- Ensure Payroll is completed by Managers in a timely manner.
- Perform other duties as assigned.

- Minimum of 6-10 years of experience as Human Resources Manager.

Education/Certification Requirements:
- Minimum of a bachelor’s degree in a related field (REQUIRED). An advanced degree is desirable.
- Strong business acumen and leadership abilities.
- Bureau of Labor and Industries Certification
- Conflict Resolution Certification.
- SHRM-SCP or SPHR certification preferred.
