Position Summary

Bizzell US is seeking an experienced Quality Control Manager (QCM) to support a large-scale U.S. Army custodial services contract at Fort Hood, Texas. The QCM will be responsible for implementing and managing Bizzell US’s Quality Control Plan (QCP) and ensuring custodial services consistently meet the performance, quality, timeliness, safety, and reporting requirements established by the Army’s Performance Work Statement (PWS).

The QCM will provide independent oversight of service quality, conduct scheduled and unscheduled inspections, identify and document deficiencies, initiate and track corrective actions, analyze performance trends, and maintain comprehensive quality control records. The QCM will work closely with the Program Manager, Quality Control Inspectors (QCIs), operational personnel, and Government representatives to ensure deficiencies are corrected promptly and recurring performance issues are prevented.

Key Responsibilities

· Implement, maintain, and continuously evaluate the contract-specific Quality Control Plan in accordance with Army PWS requirements.

· Plan and conduct scheduled, unscheduled, and follow-up inspections of custodial services across assigned Fort Hood facilities.

· Verify compliance with required cleaning tasks, frequencies, performance standards, and Acceptable Quality Levels (AQLs).

· Manage and provide direction to designated Quality Control Inspectors (QCIs) and coordinate QC inspection coverage across the installation.

· Identify, document, and track service deficiencies and initiate timely corrective and preventive actions.

· Conduct follow-up inspections to verify that deficiencies have been corrected and required performance standards restored.

· Maintain complete QC inspection records, deficiency logs, corrective-action documentation, and supporting quality records.

· Prepare and submit required Quality Control Reports and provide quality-performance information to Bizzell US contract management.

· Analyze inspection results and recurring deficiencies to identify trends, root causes, and opportunities for process improvement.

· Coordinate with the Program Manager to address staffing, training, equipment, supply, scheduling, or procedural issues affecting service quality.

· Support Government quality assurance surveillance and respond promptly to performance observations or deficiencies identified by the COR/ACOR.

· Ensure quality activities address the full range of required custodial environments, including administrative facilities, youth centers, physical fitness facilities, museums/libraries, and other covered facilities.

· Verify compliance with applicable safety, OSHA, environmental, chemical handling/SDS, security, and installation-access requirements.

· Conduct quality inspections across varying work schedules and locations, including unannounced inspections when necessary to validate actual service performance.

· Promote continuous improvement and a quality management approach.

The Fort Hood PWS requires formal quality control, a Quality Control Plan, QC reporting, and designated QCM/QCI functions. The contract also covers a broad installation footprint and requires the contractor to maintain an adequate workforce for uninterrupted performance.

Requirements

 

Minimum Qualifications

· Minimum two (2) years of documented relevant custodial service experience, consistent with the Army's QCM qualification requirement.

· Demonstrated experience performing or managing quality control, custodial inspections, janitorial operations, environmental services, or comparable facility services.

· Demonstrated ability to inspect work against defined performance standards, identify deficiencies, document findings, and verify corrective actions.

· Experience developing, implementing, or administering Quality Control Plans, inspection programs, or comparable quality-management processes.

· Ability to supervise and coordinate Quality Control Inspectors and maintain effective separation between QC oversight and production activities.

· Strong knowledge of commercial custodial practices, cleaning methods, equipment, chemicals, floor care, restroom sanitation, and facility cleanliness standards.

· Ability to prepare clear inspection reports, deficiency documentation, corrective-action records, and quality-performance reports.

· Strong organizational, analytical, problem-solving, and written and verbal communication skills.

· Proficiency with Microsoft Office and electronic inspection/reporting tools.

· Ability to obtain and maintain required Fort Hood installation access and satisfy applicable background and security requirements.

· Ability to travel throughout the Fort Hood installation and conduct inspections during the hours necessary to evaluate contract performance.

Preferred Qualifications

Experience supporting U.S. Army, DoD, Federal Government, large military installation, or large-scale commercial custodial contracts is strongly preferred. Experience managing quality across multiple facilities, building types, cleaning frequencies, and shifts is also highly desirable. Knowledge of ISSA standards, Quality Assurance Surveillance Plans (QASP), Acceptable Quality Levels (AQLs), OSHA requirements, Safety Data Sheets (SDS), environmental compliance, and formal corrective-action/root-cause processes are preferred.

Physical and Work Requirements

The position requires regular travel throughout Fort Hood facilities and the ability to perform extensive walking, standing, stair climbing, bending, and visual inspection of custodial work. The QCM must be able to conduct inspections in a variety of facility environments and work schedules and may be required to perform inspections outside standard business hours.
