Job Title: Quality Control Manager – U.S. Army Janitorial Contract

Description

The Quality Control Manager (QCM) develops, implements, and enforces the site-specific Quality Control Plan (QCP) to ensure all custodial services comply with the Performance Work Statement (PWS). Operating independently of production and operations staff, the QCM carries out rigorous inspections, tracks systemic issues, and executes immediate corrective actions. The QCM serves as the primary technical link to the Army's Contracting Officer’s Representative (COR) and Quality Assurance (QA) personnel to ensure high-quality service delivery across the installation.

Key Responsibilities

The QCM’s work spans inspection execution, government liaison, corrective action, force protection awareness, environmental compliance, and quality trend reporting.

Army Contract Compliance & Inspection

• Execute the approved QCP in absolute compliance with FAR clauses, Army Contracting Command (ACC) guidelines, and PWS metrics.
• Conduct daily inspections of distinct Army footprints, including Headquarters (HQ) buildings, barracks, Dining Facilities (DFACs), motor pools, and fitness centers.
• Maintain inspection records digitally for the duration of the contract, ensuring they are readily available for immediate COR or QA review.
• Respond to Government Inspection Reports (such as Quality Assurance Surveillance Plan metrics) and draft formal Corrective Action Plans (CAP) within designated contractual hours.

Installation & Liaison Management

• Coordinate directly with the COR and Base Operations Support (BOS) personnel during scheduled validations or unannounced government audits.
• Conduct joint site-walks with Army stakeholders to reconcile differences in cleanliness scoring, performance thresholds, and service frequencies.
• Submit required deliverables, including weekly deficiency trackers, monthly trend analysis reports, and safety audits, directly to the project management team.

Force Protection & Environmental Safety

• Enforce Army Operations Security (OPSEC), ensuring all personnel protect Controlled Unclassified Information (CUI), sensitive documents, and high-security spaces.
• Enforce AT/FP (Antiterrorism/Force Protection) requirements, ensuring cleaning teams understand base-wide threat levels and local reporting procedures.
• Manage Chemical & Hazardous Material tracking in strict alignment with OSHA, SDS, and the installation's Environmental Management System (EMS) / Green Procurement requirements.

Requirements

 Qualifications & Requirements 

• Experience: 3–5 years of experience managing Quality Control for Department of  the Army, DoD, or federal base operations support contracts.
• Clearance/Access: Must be a U.S. Citizen able to pass a background check for an Installation Access Badge via the National Crime Information Center (NCIC-III), or hold an active Secret Clearance if required by local command.
• Base Access Compliance: Ability to coordinate with the physical security office to track Automated Installation Entry (AIE) passes, RAPIDGate, or Common Access Cards (CAC), as required by the installation.
• Certifications: Knowledge of ISSA CIMS-GB or USACE CQM-C (Construction Quality Management for Contractors) is highly valued.
• Technical Skills: Proficiency with standard digital inspection applications and Microsoft Office Suite.
• Schedule Flexibility: Ability to conduct random, unannounced audits across multi-shift operations, including late-night or early-morning crews.

 Physical Demands & Work Environment

• Extensive walking, standing, and stair climbing across sprawling Army garrisons, training sites, or multi-story commands.
• Frequent navigation of high-activity environments, including motor pools, logistics warehouses, and tactical operations centers.
