Scheduler/Planner I

JOB SUMMARY

Scheduler/Planner I is responsible for advancing the mission and goals of BJCTA by supporting the development of thoughtful and technically sound plans and projects. The Scheduler/Planner I will develop and maintain transit schedules, including run cutting, in accordance with service improvement plans and the labor union agreement. This position will work closely with senior staff to assess route performance, optimize schedule efficiency and productivity, and recommend improvements to meet future service needs.

ESSENTIAL JOB FUNCTIONS

1. Develops, maintains, and coordinates various transit scheduling databases and data requirements. Responsible for the maintenance and deployment of General Transit Feed Specifications (GTFS) data.

2. Creates service boundaries for Demand Response services, assisting riders whose origins and destinations are within 3/4 mile of the fixed-route system.

3. Assists in the development of BJCTA’s Title VI and LEP Programs, including Title VI analysis for major service changes.

4. Creates and develops service maps for public schedules and other service needs, coordinating with the communications department on new route schedules, maps, and service change notices.

5. Documents and evaluates transportation project needs and costs.

6. Analyzes, evaluates, and prepares written comments on transportation studies, environmental impact reports, land use studies, and any relevant reports impacting BJCTA’s present and future operations.

7. Develops run specifications and schedule-building procedures.

8. Cuts runs before periodic "picks" ensuring compliance with labor union agreements while maximizing manpower and vehicle efficiency.

9. Gathers, tabulates, and analyzes APC data, ridership counts, and schedule adherence data in accordance with established Service Standards.

10. Monitors real-time service and schedules on the road, tracking performance metrics such as ontime performance and ridership for fixed routes, micro-mobility, and bus rapid transit services.

11. Conducts advanced analytical work in evaluating, planning, and costing all phases of fixed-route, micro-mobility, and bus rapid transit services.

12. Participates in planning service modifications, mobility hubs, and park-and-ride development and implementation. Scheduler/Planner I 2

13. Analyzes route performance using qualitative and quantitative performance standards and supports analysis with maps and reports.

14. Assists in developing corridor-specific transit service plans, including ridership and capital/operating cost estimation.

15. Provides planning data, including GIS data, to other departments and ensures accurate data integration into service changes and planning documents.

16. Assists with developing and compiling statistical reports for internal staff, management, and external agencies.

17. Supports amenity-related planning projects, such as bus stop consolidation, art in transit projects, and shelter deployment planning, and coordinates with local jurisdictions and other departments.

18. Contributes to capital improvement projects, including transit/intermodal center development, and assists in evaluating project costs and benefits.

19. Reviews local jurisdiction site plans and recommends transit-related improvements, such as bus stops and shelters.

20. Monitors and integrates public comments and policies into BJCTA’s planning processes.

21. Ensures requested documentation and data are available to other agencies and servicing cities.

22. Prepares reports, maps, and presentations for both internal and external audiences.

23. Participates in internal and external meetings related to service planning.

MINIMUM QUALIFICATIONS

• A minimum of a bachelor's degree in transportation planning, urban or regional planning, GIS, transportation forecasting, or other related fields with analytical and quantitative methods is required. Certificates, Licenses, Registration:

• Current driver’s license. Experience:

• Five years of progressive experience in a related field.

KNOWLEDGE, SKILLS, AND ABILITIES

1. Knowledge of planning concepts, tools, and best practices.

2. Experience with transit and transportation planning, including long-range and systems planning, land use policy, cost/benefit analysis, travel demand modeling, and/or geospatial data analysis and presentation.

3. Strong communication skills, including writing and presentation skills.

4. Proficiency in analyzing complex data using GIS, databases, and spreadsheets.

5. Ability to work collaboratively in a team environment and assist multiple project managers.

6. Capability to work across diverse departments and disciplines with respect, tact, and professionalism.

Pay: $60,000.00 - $65,000.00 per year
