Technical Scrum Master, Capital Markets

BIP is currently expanding its footprint in the United States, focusing on growing its Capital Markets and Financial Services lines. Our teams operate at the intersection of business strategy, technology, and data to help our clients in driving smarter decisions, reducing risks, and staying ahead in a fast-evolving market environment.

About the Role:

This role serves as the Scrum Master and Delivery Lead for a high-profile Front Office (FO) Data Reporting initiative, operating at the intersection of Agile execution, delivery governance, and stakeholder coordination. While not a hands-on technical role, the Scrum Master must possess a deep understanding of financial data, risk and position reporting, and how technical teams operate.

The individual will own delivery cadence, Jira execution, risk and dependency management, budgeting oversight, and stakeholder communication, ensuring crisp, timely, and accurate reporting outputs from a highly curated and governed data platform. This role closely borders traditional project management while maintaining Agile discipline.

You must have valid US work authorization and must physically reside around the posted city, within a 50-mile commute. We are unable to support relocation costs.

Key Responsibilities:

Agile Delivery & Execution Management:

• Own and manage delivery cadence using Kanban and weekly sprint cycles.
• Facilitate Agile ceremonies and working sessions as appropriate.
• Ensure teams remain organized, focused, and aligned to delivery timelines.
• Maintain end-to-end accountability for sprint commitments and deliverables.

Jira & Workflow Ownership:

• “Live and breathe” the Jira ticket queue across multiple workstreams.
• Own backlog hygiene, prioritization, ticket readiness, and flow efficiency.
• Monitor throughput, aging tickets, dependencies, and delivery risks.
• Ensure Jira accurately reflects real-time delivery status for stakeholders.

Developer & Team Coordination:

• Coordinate across developers, data engineers, and supporting roles.
• Manage sequencing of work across shared datasets and reporting slices.
• Identify and resolve blockers, risks, and cross-team dependencies.
• Balance competing priorities across Front Office (FO) consumers and data governance needs.

Risk, Timeline & Budget Management:

• Own delivery risk identification and mitigation planning.
• Build and maintain project plans aligned to Agile execution.
• Manage and track substantial run-rate budgets, providing transparency to leadership.
• Proactively surface delivery, capacity, or financial risks before they escalate.

Stakeholder & Business Engagement:

• Serve as a white-glove interface between technical teams and business stakeholders.
• Speak the language of Front Office, risk, and finance, translating needs into actionable work.
• Maintain clear, friction-free communication with senior stakeholders.
• Provide concise, confident delivery updates to highly visible sponsors.

Requirements & Planning Support:

• Support or lead requirements gathering where needed.
• Help translate business needs into executable Jira epics, features, and stories.
• Ensure reporting outputs align with FO expectations and governance standards.

Required Qualifications:

• 10 years of experience in Scrum Master, Agile Delivery Lead, or Project Management roles.
• Bachelor’s degree in computer science or related field, or equivalent experience.
• Strong experience supporting financial services and Front Office data initiatives.
• Deep familiarity with risk, position, and financial reporting concepts.
• Advanced Jira expertise (backlog management, workflows, reporting).
• Proven experience running Kanban and weekly sprint models.
• Strong delivery risk and dependency management skills.
• Experience managing project budgets and run-rate tracking.
• Exceptional communication skills with senior, high-expectation stakeholders.

Preferred Qualifications:

• Prior experience on FO, CDAO, or enterprise data platforms.
• Background in data, reporting, or analytics programs.
• Scrum or Agile certifications (CSM, PSM, SAFe) preferred.
• Experience operating in highly governed, regulated environments.
• Prior consulting or white-glove delivery experience.

**The base salary range for this role is $120,000 - $175,000**
