Description
The Procurement Manager oversees the sourcing, purchasing, and supplier management of goods and services to ensure cost-effective, timely and high-quality supply for the organization. This position reports directly to the Director of Contracts and Agreements. BioMADE receives awards from various governmental agencies, as well as overseeing the construction and procurement for a Pilot Plant Network (PPN) with sites across the country.
- This role is role is open to either Emeryville, CA or Minneapolis, MN
- Develop and implement procurement strategies aligned with organizational objectives to optimize cost, quality and delivery.
- Manage supplier relationships, including selection, contract negotiation, performance evaluation and risk mitigation.
- Oversee the end-to-end procurement process, from requisition to purchase order, delivery, and payment to ensure compliance with company policies as well as federal and state government agency requirements.
- Ensure all procurement activities strictly adhere to federal regulations, including 2 CFR 200 (Uniform Guidance), the Federal Acquisition Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS), as applicable to specific awards.
- Identify cost-saving opportunities and implement process improvements to enhance efficiency and reduce operational expenses.
- Collaborate with internal stakeholders to forecast needs, support PPN demands and ensure timely supply of materials, including sourcing for construction services, specialized manufacturing/lab equipment, and associated professional services.
- Monitor market trends and supplier capabilities to anticipate risks and opportunities.
- Lead and develop the Procurement Team to provide guidance, performance management and optimize supplier performance.
- Support audit activities, including all procurement-related internal and external audits, including those conducted by the Defense Contract Audit Agency (DCAA) or other funding agency representatives.
- Oversee procurement-related enhancements to the Contract Lifecyle Management System.
- Provide weekly overview to the Contracts Director.
- Support the development and implementation of operational plans, standard operating procedures and processes relating to contract performance and management.
- Maintain knowledge through continuing education and professional development.
- Other duties as assigned.
- Bachelor’s degree in supply chain management, Business Administration, Logistics or related field.
- Proven experience working in procurement, sourcing, or supply chain management with 10 years of progressive responsibility. Relevant professional certifications such as Certified Purchasing Manager (CPM) or Certified Professional in Supply Chain Management (CPSM) are advantageous.
- Experience procuring for multi-site manufacturing, R&D, or other construction environments is highly advantageous.
- Experience with 2 CFR 200 (Uniform Guidance) governed agreements is a plus.
- Experience working with the US Department of Defense or other National Security Agencies a plus.
- Proven ability to manage procurement for complex capital projects, including construction, engineering services, and high-value equipment acquisition.
- Professional judgment and effective problem resolution skills required.
- Strong negotiation and contract management abilities.
- Excellent communication, interpersonal and management skills
- Analytical skills to assess costs, supplier performance and market trends.
- Proficiency in procurement software, ERP systems and Microsoft Office Suite.
- Ability to manage risk, ensure compliance and maintain quality standards
- Ability to work collegially and effectively.
- Must be detail-oriented and well organized.
