DISTINGUISHING FEATURES OF THE CLASS: This is a supervisory position involving the supervision of all Binghamton City School District (BCSD) staff engaged in the efficient and economical maintenance of the facilities and grounds. An employee in this position assists the Director of Facilities and Operations in planning work specifications and developing programs to ensure the health and safety of the school facility's occupants. Assistance is also given to school district subordinates in accomplishing the more skilled or difficult work. The work is performed under the supervision of the Director of Facilities and Operations with a wide leeway for independent judgment. Supervision is exercised over all subordinate Binghamton City School District maintenance personnel, and their work is reviewed through inspection and reports. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Supervises and participates with assigned BCSD staff in the safe and efficient maintenance operations of the school facilities;
- Schedules for the assigned BCSD staff to assure adequate school facility coverage;
- Assists with the development, scheduling, and management of a preventive maintenance program designed to retain school buildings, grounds, and district-owned equipment in a safe operating condition;
- Confers with the Director of Facilities and Operations on maintenance, repair, and operational needs;
- Makes periodic inspections of all school-owned buildings and grounds;
- Assists in the planning of new construction and major repair work on school facilities;
- Identifies and reports mechanical and structural deficiencies and the need for repair or replacement;
- May inspect and prepare reports on the work of outside contractors and recommend acceptance and rejection;
- Investigates and reports on damage to school buildings and makes recommendations for repair and prevention; Prepares preliminary plans, specifications, and cost estimates of assigned repair and alteration projects for the BCSD;
- Direct snow and ice control activities;
- Response to emergencies and organize school staff to cope with indicated needs.
FULL PERFORMANCE KNOWLEDGE, SKILLS. ABILITIES, AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern large scale school facilities both in maintenance and repair principles and practices; Good knowledge of school operation of maintenance procedures, such as steam heat, air conditioning, ventilating, electrical and plumbing systems; Good knowledge of school building construction principles and practices; Ability to plan, supervise and evaluate the work of school district employees and others; Ability to perform technical repairs and maintenance of school building systems and to read plans and specifications; Ability to get along with district employees and others; Ability to carry out written and oral instructions; Ability to operate a variety of tools and equipment used in maintenance activities such as carpentry tools, table saws, drill presses, routers, power sanders and welding equipment; Good judgment; Dependability; Initiative; Physical condition commensurate with the demands of the position.
SPECIAL REQUIREMENT AT TIME OF APPOINTMENT:
Possession of the appropriate level motor vehicle operator's license.
Job Qualifications
Minimum Qualifications:
(1) Graduation from a regionally accredited or New York State registered college or university with an associate’s degree in engineering technology or a closely related field and two years of school building maintenance experience, one of which must involve supervisory duties; OR
(2) Graduation from high school or possession of an equivalency diploma and four years of school building maintenance experience, one of which must have involved supervisory duties.
