About the Role
Bilan is a residential care company built on trust, authenticity, and dedication to the people we serve. We're looking for a hands-on HR Generalist to serve as the sole HR lead for the entire company: building and running people operations for every home, from hiring and onboarding to compliance and culture, and helping us scale safely and sustainably as we grow. As the only dedicated HR role across the company, you'll have full ownership of the function, working closely with leadership and home managers company-wide.
Responsibilities:
Manage the full employee lifecycle across all homes: job postings, screening, interviewing, hiring, onboarding, and offboarding.
Maintain and update the Employee Handbook company-wide, ensuring policies reflect the realities of 24/7 residential care work.
Ensure personnel files across all homes meet Wisconsin DHS 88 requirements, including caregiver background checks, training registries, and health screenings.
Recruit and screen caregiving and support staff for all locations, and coordinate new-hire training.
Track and schedule mandatory continuing education and compliance training for staff company-wide.
Serve as the primary point of contact for employee questions and concerns across all homes, mediating conflicts fairly and with empathy.
Administer payroll and employee benefits for the full company.
Support company culture through recognition programs and employee engagement activities across all locations.
Ensure compliance with State and Federal labor and employment laws company-wide.
Partner with home managers and leadership to standardize HR practices across all homes.
Prepare HR reports and documentation for leadership as needed.
Qualifications:
3 years of HR experience, ideally as a sole HR lead or in a multi-site/small business capacity.
Working knowledge of State and Federal labor and employment law.
Familiarity with healthcare, caregiving, or residential-care compliance a strong plus.
Excellent written and verbal communication skills.
Strong organizational skills and attention to detail — able to manage HR across multiple locations at once.
Comfortable with ambiguity and energized by building and standardizing processes across a growing company.
Ability to build trust and rapport with staff and managers across all homes.
