JOB SUMMARY

Under supervision of administrative staff, is responsible for the development and improvement of special education services, and coordinating with other departments in providing leadership, development, and coordination of special education programs in schools.

DISTINGUISHING CHARACTERISTICS

This job has supervisory responsibilities.

ESSENTIAL JOB FUNCTIONS

Coordinates all special education programs in the district.
Establishes procedures to process place and serve eligible pupils in special education classes.
Analyzes and implements State and Federal legal requirements and guidelines governing special education.
Implements curriculum and program planning.
Keeps informed of the state of funding and grants to support special education.
Completes State and Federal reports and grants to secure funds.
Develops budget recommendations and provides expenditure control on established budgets for special education.
Conducts on-going needs assessment of special education needs through comprehensive review of the data and survey programs for the continuous identification of exceptional children.
Develops required programs for students with cognitive, educational, emotional and physical disabilities Evaluates effectiveness of all special education programs, facilities, curriculum, materials and supplies, parent relationships and recommend changes as needed.
Contributes to the development of the total system philosophy of education.
Works with all departments in the adoption of school policies to include special education needs.
Supervises the staff in the Department for Exceptional Children.
Manages and guides district and schools' staff in mediating parent concerns and legal issues.
Performs other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Master's Degree or above in special education, with a GaPSC L-5 or higher certificate in educational leadership. The ideal candidate will possess a minimum of three years successful experience in directing, supervising, and evaluating staff.

Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

KNOWLEDGE, SKILLS AND ABILITIES

Ability to work collaboratively with building leaders to implement and monitor special education programs

Ability to work in a supportive, collaborative role with school district leaders, both at the central office and school level

Ability to interface with other departments to coordinate reciprocal services for achieving department goals

Ability to keep current of all federal and state mandates for special education services to ensure compliance

Strong management, supervisory, and problem-solving skills

Strong knowledge of special education law, rules and regulations and their implications for school-based implementation.

CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS

Possess GaPSC certification in Special Education

Possess or be able to obtain GaPSC certification in Educational Leadership at L-5 level or higher.

Salary / Terms / Benefits :

239 day work year

Salary based on certification and experience; placement on the Adopted Salary Schedule.
