BETAH Associates seeks a Emergency Management Planning Specialist (Tools Support)
to support a large federal agency's Office of Safety, Health, and Emergency Preparedness (SHEP) in Washington, DC. This role focuses on supporting the functionality, security, and training surrounding agency's emergency management systems, including Blackberry's AtHoc and Everbridge's Visual Command Center (VCC). The successful candidate will interface with internal IT teams, third-party vendors, and Treasury stakeholders to ensure tool compatibility, availability, and operational readiness during continuity and emergency operations.
Essential Duties And Responsibilities
The Emergency Management Planning Specialist will work independently under general supervision and is expected to prioritize tasks and manage deadlines with minimal oversight. Complex issues will be escalated to the Project Manager as appropriate.

Essential Duties And Responsibilities
- Provide technical support and troubleshooting for AtHoc and VCC tools to ensure optimal performance and compatibility with the agency IT systems.
- Coordinate with SHEP, the Agency's Departmental Offices IT, and vendor stakeholders to resolve system issues and implement updates.
- Assist in database and distribution list management to maintain current user data.
- Support exercises and real-time operations by activating and monitoring emergency communication tools.
- Draft and update system documentation, SOPs, training materials, and user guides.
- Develop and conduct training sessions for the agency employees and accountability officers.
- Assist in the development of policies and protocols in support of emergency communications operations.
- Maintain cybersecurity compliance documentation, including FISMA audit support and POA&M tracking.
- Represent the agency in interagency working groups and technical forums related to emergency management tools.

- Ability to prepare technical documentation and deliver user training.
- Strong working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Must be detail-oriented and task-driven with the ability to follow procedures precisely.
- Prior experience with Blackberry's AtHoc and Everbridge's Visual Command Center (VCC). Minimum High School Diploma or equivalent and a minimum of 2 years of technical or IT-related experience.
- Experience supporting enterprise software applications, especially within a government or secure environment, preferred.
- Familiarity with emergency management, cybersecurity protocols, or continuity of operations (COOP) support is highly desirable.
- Must be a U.S. Citizen or Lawful Permanent Resident with at least three years of residency in the U.S.
- Ability to obtain and maintain a Moderate Risk (MBI/Tier 2) background investigation.
- Must comply with Homeland Security Presidential Directive 12 (HSPD-12) requirements.
