Bestica is hiring for an Epidemiologist to provide their services at Wright Patterson Air Force Base located in Dayton, OH.

 

Introduction: The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance studies, education and consultation under a single organization. Established under the Air Force Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its diverse workforce of military, civilian and personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.

Qualifications:

 

        • The employee shall possess, at a minimum, an MPH, MS, or PhD in Epidemiology, Statistics, Data Science, Bioinformatics or other similar degree as approved by USAFSAM/FES and strong knowledge of their field of expertise.
        • The employee shall have a minimum of 5 years of experience with statistics in public health.
        • The employee shall possess advanced analytical skills, to include visual analytics in population health and health data surveillance.
        • The employee shall possess the ability to design, formulate, conduct, and lead data analysis of operational studies on health surveillance data/health records/other relevant military records and risk reduction of negative health outcomes affecting the USAF total force population.
        • The employee shall be proficient in the following software programs: Microsoft Office, SAS, SAS Enterprise Guide, and Adobe Acrobat.
        • The employee shall be current in Health Information Portability and Accountability Act (HIPAA) training to be able to access and process identified medical data.
        • The employee shall possess the capacity to learn new analytical technology tools such as Envision, Tableau, Python, R, SAS Viya, or Qualtrics.
        • The employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.

 

Highly Desired Qualification:

        • Board certification in Public Health is highly desired.
        • Experience within a health analytics related field and working with USAF related data is desired.

 

Tasks:

  • The employee shall assist in designing, formulating, conducting, and leading data analysis of health surveillance data/health records, military personnel, records, military operational records, and other relevant military records at the individual, unit, and total force populations to provide human performance and operational surveillance support.
  • The employee shall use judgement and originality in developing innovative approaches to define and resolve highly complex situations.
  • The employee shall assist in designing, formulating, conducting, and leading data analysis of health surveillance data/health records, operational records, and other relevant military records at the individual, unit, and total force populations to provide program evaluation for a wide variety of programs related to human performance, readiness, operational performance, administrative performance or other performance as requested.
  • The employee shall assist in the management of the retrieval and integration of health information data, personnel records, deployment-related records, health surveillance registries, and other military-related data into useable formats for end-users.
  • The employee shall draft reports, prepare, and/or present reports, documents, and/or presentations pertaining to the status of the research and data analysis as requested, and meet FES projected suspense dates.
  • The employee shall present results of studies or investigations through briefings, technical reports, and publication into scientific journals.
  • The employee shall apply knowledge of science/technology to analyze and resolve multifaceted issues/problems with minimal guidance and collaborate with technical area stakeholders to develop strategies for effective execution within a particular technology area.
  • The employee shall perform statistical analysis of existing data sets and creation of datasets for statistical analysis in SAS, SAS Enterprise Guide.
  • The employee shall assist in the development of credible, theoretically driven statistical models exploring the relationship between variables identified in data sets and outcomes of interest to the Air Force.
  • The employee shall perform, under guidance, validation and verification protocols, to ensure that the products of study are performing as expected, and assist in performing corrections, in the event of models failing to perform to standard.
  • The employee shall assist in the drafting of written communication for internal and external purposes.
  • The employee shall participate as an expert in health statistics in interdisciplinary planning and analysis.
  • The employee shall acquire data access permissions necessary to perform stated tasks.
  • The employee shall demonstrate or acquire familiarity with Air Force medical, personnel, and operational records systems and standards.
  • The employee shall demonstrate or acquire familiarity with all relevant data repositories used as part of work, or which are generated in pursuit of work.
  • The employee shall collect data from various databases, pursuant to agreements with database owners.
  • The employee shall establish the relationship of available data to existing data sets, map the data between data elements and code for these specific data elements, establish data storage architecture requirements, and create a comprehensive data dictionary.
  • The employee shall provide conference support assistance by active participation in professional conferences, preparation of posters and presentations, and publication of peer-reviewed manuscripts, in order to support distribution of study products.
  • The employee shall brief study findings at appropriate meetings or forums, as determined by the Government.
  • The contract employee shall interface with USAFSAM/FES leadership and staff.
  • The employee shall document products for the actual computer code used, in order for government personnel to access these files for review, approval, or for generating copies as required. All requirements shall be prepared in accordance with USAFSAM programming standards and standard commercial practices inclusive of any/all procedures implanted as part of this task.
  • The employee shall assist in briefings and production of documents as appropriate to transfer knowledge of study products to customers in USAFSAM and Air Force at large.
