Job Description
Basic Purpose
Responsible for verifying all transmission billing and settlement related activities. Serves as the key liaison between the fuel and purchase power, accounting groups, various front office departments and outside counterparties. Manages California Carbon Allowance credits (CCA’s) through the CITSS system, ensures the accurate and timely acceptance of transfers within the portal. Assists with compliance reporting, power scheduling, and monitoring industry organizations that develop business practices and processes that impact Resource Optimization, such as WECC, WSPP, and CAISO
Responsibilities
Essential Duties and Responsibilities
Understands transmission services agreements and related contract and Energy Imbalance Market charges 10%
Verifies, evaluates and analyzes transmission and market statements, including validation of volumes and pricing 20%
Serves as the primary point of contact between the trading and accounting teams, ensuring accurate and timely processing of transmission service and market invoice payments. Assists with the daily and monthly settlement activities. Coordinates with stakeholders and counterparties to resolve billing disputes and discrepancies proactively and timely 20%
Provides information on transmission outages or other limitations that may affect import capability or deliverability of off-system resources. Tracks the development of changes to rules and regulations by industry organizations (such as NAESB, WECC, NERC, and FERC) that affect the Merchant function.10%
Assists with the Daily Scheduling of Power through the OATI platform 10%
Supports the audit of financial statements, responds to data requests to ensure the audits are completed on schedule. Assists with internal control and compliance reports 15%
Manages Carbon Allowance Reporting though the CITSS system, accepting, retiring and transferring CCA’s in a timely fashion 15%
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Performs related duties as assigned.
Qualifications
Essential Education, Skills, and Environment
Education And Work Experience
Bachelor’s degree in the area of specialty and 6 years of related experience.
Candidates that do not possess a bachelor’s degree must have 10 years of related experience.
Specialized Knowledge And Skills
Strong working knowledge of OASIS, e-tagging and transmission curtailment methods in the Pacific Northwest, Desert Southwest and California. Familiarity with nodal market designs, physical and financial transmission rights, congestion management techniques and transmission load flow analysis methods. Excellent verbal and written communication skills are required.
