Position Summary
The Special Education Dean at Eagle School assists school administration and staff in ensuring the implementation of high-quality instructional, behavioral, and support services aligned with IDEA, WVBE Policy 2419, and district expectations for specialized programming. The position supports the development, implementation, monitoring, and coordination of individualized educational programming and behavioral supports to ensure students receive a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE) appropriate to their individual needs.
The Special Education Dean serves as a collaborative school-based leader focused on instructional support, compliance, student progress monitoring, attendance support, multilingual learner support, family communication, and school-wide data collection in response to the school’s CSI/ATS improvement actions.
. The role emphasizes positive behavioral supports, trauma-informed practices, instructional fidelity, structured learning environments, and student-centered problem solving designed to support the unique needs of students served at Eagle School.

Qualifications
- Master’s Degree preferred
- Valid West Virginia Teaching Certificate required
- Special Education Certification required
- Administrative Certification preferred
- Minimum of three (3) years successful experience in special education, behavioral supports, or related services
- Demonstrated knowledge of IDEA, WVBE Policy 2419, MTSS, positive behavioral supports, crisis prevention strategies, inclusive instructional practices, and multilingual learner supports
- Experience supporting students with intensive academic, behavioral, communication, or social-emotional needs preferred
- Experience facilitating meetings, coaching staff, and analyzing student data preferred
Essential Functions and Responsibilities
Special Education Leadership and Compliance
- Will implement the Eagle School Special Education?Targeted Corrective Action Plan?
- Will implement all CSI/ATS improvement actions with fidelity throughout the school year, ensuring identified priorities are reflected in daily instructional practices, intervention supports, professional learning opportunities, staff collaboration, and data-based decision-making.
- Support implementation of special education services in accordance with IDEA, WVBE Policy 2419, and district procedures.
- Assist with monitoring IEP implementation, specially designed instruction (SDI), accommodations, modifications, behavioral supports, and related services.
- Support the development, review, and revision of Individualized Education Programs (IEPs) to ensure compliance, instructional alignment, and fidelity of implementation.
- Participate in eligibility meetings, IEP meetings, manifestation determination reviews, attendance meetings, and other student support meetings as assigned.
- Chair IEP meetings in the absence of school administration or as assigned by the building principal, facilitating collaborative team discussions and ensuring compliance with IDEA, WVBE Policy 2419, procedural safeguards, and individualized student programming requirements.
- Assist staff in ensuring services are delivered in the Least Restrictive Environment (LRE) appropriate to student needs while maintaining access to individualized behavioral and instructional supports.
- Monitor student schedules and service delivery to ensure alignment with IEP requirements and service minutes.
- Assist with maintaining accurate documentation and special education records within WVEIS and district systems.
- Support implementation of transition planning requirements and coordination with outside agencies when appropriate.
- Collaborate with district special education staff regarding compliance concerns, student supports, behavioral programming, and instructional implementation.
- Support building-level data collection, monitoring, and reporting related to student achievement, behavior, attendance, intervention effectiveness, restraint/seclusion documentation, and special education programming.
Instructional, Attendance, and Behavioral Support
- Support teachers and staff in implementing evidence-based instructional strategies and specially designed instruction aligned to student needs.
- Assist with implementation of structured classroom systems, behavior intervention plans, de-escalation strategies, sensory supports, and positive behavioral interventions.
- Support implementation of inclusive practices, intervention supports, and multilingual learner supports for students identified as English Learners (EL).
- Conduct classroom walkthroughs and observations to support instructional fidelity, behavioral consistency, and student engagement.
- Assist with monitoring student progress through data collection, progress monitoring, and review of academic, behavioral, social-emotional, and attendance outcomes.
- Collaborate with teachers, counselors, school psychologists, behavior support staff, attendance teams, EL staff, related service providers, and administrators to develop interventions for students experiencing academic, behavioral, attendance, communication, or engagement difficulties.
- Support implementation of Positive Behavioral Interventions and Supports (PBIS), restorative practices, trauma-informed strategies, and school-wide attendance improvement efforts.
- Assist in developing structured behavioral and instructional supports for students requiring intensive interventions or crisis response planning.
- Support school attendance initiatives through monitoring attendance data, participating in attendance problem-solving meetings, and assisting with interventions designed to improve student engagement and school participation.
Student and Family Support
- Serve as a liaison between families, staff, community agencies, and outside providers to promote collaboration and communication.
- Assist families in understanding special education processes, procedural safeguards, attendance expectations, behavioral supports, multilingual learner supports, and available services.
- Participate in problem-solving meetings to address barriers impacting student achievement, attendance, behavior, language access, mental health, or engagement.
- Promote a positive and structured school culture focused on student advocacy, safety, relationship building, and behavioral growth.
Staff Support and Professional Learning
- Assist with onboarding and supporting special education teachers, paraprofessionals, and support staff.
- Provide coaching and professional learning opportunities related to instructional practices, behavior supports, crisis prevention, compliance expectations, attendance supports, inclusive programming, and effective interventions for multilingual learners.
- Collaborate with school administration and district staff to support continuous improvement efforts related to special education services, behavioral programming, and student outcomes.
Additional Responsibilities
- Maintain confidentiality of student records and information in accordance with FERPA and district policy.
- Attend required district trainings, professional learning activities, and meetings.
- Perform other duties related to student support, special education services, school improvement efforts, attendance initiatives, and behavioral programming as assigned by the principal or Office of Special Education.
