About Bering Straits Native Corporation

Bering Straits Native Corporation (BSNC) was formed as a result of the Alaska Native Claims Settlement Act (ANCSA) in 1972. BSNC became the regional Alaska Native Corporation (ANC) for the Bering Strait region, which encompasses the majority of the Seward Peninsula and the coastal lands of eastern Norton Sound. This is one of the most culturally diverse regions in the state. Three distinct Native languages are spoken: St. Lawrence Island Yupik, Central Yup’ik, and Inupiaq.

About this position: Human Resources Business Partner

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job.

This role provides guidance across HR functions, drives operational excellence, supports federal contracting requirements, and contributes to a positive employee experience. The HRBP will proactively partner with leadership to address organizational needs, cultivate strong working relationships, and ensure alignment between HR practices and business goals.

This position requires strong judgment, exceptional communication skills, and the ability to manage multiple priorities in a dynamic environment.

Essential Duties & Responsibilities

  • Processes all pre-employment, onboarding, offboarding, and personnel actions.
  • Coordinates with various departments to complete onboarding tasks.
  • Coordinates with vendors to set pre-employment tests for hires.
  • Partners with Mangers to support contracts and operations for all HR activities.
  • Leads periodic meetings (no less than quarterly) with respective business units in conjunction with HR Manager.
  • Processes employee lifecycle updates in accordance with CBAs and wage determinations.
  • Assists employees and managers on interpreting organizational policies.
  • Coordinates human resources initiatives including policy and system changes, training, and personnel changes.
  • Works with managers to prepare written communications, training, and informational materials as needed.
  • Partners with other departments to continually improve processes and services.
  • Lead specific projects or initiatives to ensure timely and accurate completion.
  • Organizes and analyzes information used in varied human resources functions. Compiles and analyzes data. Prepares and processes reports and administrative records.
  • Creates and updates written forms, policies, procedures, and processes to ensure efficient operations and compliance with regulatory requirements.
  • Audits and assesses human resources processes and practices; identifies, researches, and resolves problems.
  • Reconcile HR billings and submit for payment.
  • Completes verifications of employment, unemployment insurance responses, and other forms for various types of employee information requests as needed.

Required Qualifications

    • Associate’s degree in Human Resources, Business, Psychology, or related field OR equivalent combination of education and HR experience.
    • 3 years of progressive experience in Human Resources positions in several functional areas.
    • Associates degree in a related field; Bachelor’s is preferred.
    • Must have familiarity with federal and state employment laws, processes, and procedures.
    • Previous experience in a multi-industry environment doing business with the federal government.
    • Proficient with computers, especially Microsoft Suite (i.e., Word, Excel, Outlook, PowerPoint).

    Knowledge, Skills, and Abilities

      • Excellent verbal and written communication skills, including emails, reports, and preparation of letters.
      • Must be able to effectively communicate with employees and outside vendors.
      • Excellent interpersonal and customer service skills.
      • Excellent organizational skills.
      • Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
      • Strong analytical and problem-solving skills.
      • Ability to work in a fast-paced environment managing a multitude of tasks. Strong time management skills with the ability to prioritize and deliver projects on schedule.
      • Ability to work independently with limited oversight.
      • Ability to maintain strict confidentiality of sensitive and proprietary data.
      • Familiarity with Federal and state employment law including Title VII, EEOC, ADEA, FMLA, SCA, DBA, US DOL Wage & Hour, USERRA, ADA, ERISA, and FLSA.
      • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders and agency rules.
      • Maintain a thorough understanding of employment regulations, industry trends, current practices, new developments, applicable laws, and employment legislation with the ability to apply knowledge accordingly
      • Must be able to discover and see compliance problems that may arise in the corporation and bring the concern to management’s attention for action.
      • Must be able to interpret complex documents and formulate an opinion, such as federal contracts or Collective Bargaining Agreements.
      • Must have the ability to listen and understand employee concerns and formulate a decision to resolve the issues.
      • Ability to work effectively with a diverse population of employees including all levels of executive, management and staff.
      • Familiar with DOT regulations and drug testing regulations.

      Preferred

        • Professional HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR)
        • Bachelor’s degree in Human Resources, Business, Psychology, or related field
        • Prior experience with HR data management, preferably utilizing Deltek Costpoint or UKG.
        • Prior experience working within an Alaska Native Corporation.

      Work Environment

      Job is performed in an office setting with exposure to computer screens, office lighting, and moderate sound levels. Requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required outside of normal office hours.

      Supervisory Responsibilities

      This position will not have supervisory responsibilities.

      Additional Qualifying Factors

      As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain and maintain the appropriate clearance levels required and must also be able to obtain access to military installations.
