Position Summary

The HR & Administration Manager is responsible for managing all human resources and administrative functions for a construction company. This hands-on role serves as the primary resource for employee relations, recruiting, benefits administration, compliance, office management, and organizational support. As an individual contributor, the position requires both strategic thinking and day-to-day execution to support company growth, workforce effectiveness, and operational excellence.

Essential Duties and Responsibilities

Human Resources Management

  • Manage the full employee lifecycle including recruitment, onboarding, development, retention, and offboarding.
  • Partner with leadership and project managers to identify workforce and staffing needs.
  • Coordinate recruiting activities for field, supervisory, and office personnel.
  • Conduct new-hire orientation and onboarding programs.
  • Maintain employee personnel files and HR records in compliance with company policies and legal requirements.
  • Administer performance management processes, employee evaluations, and development plans.
  • Provide guidance and support to managers and employees regarding workplace policies and procedures.
  • Investigate and resolve employee relations issues while maintaining confidentiality and professionalism.
  • Assist with succession planning and workforce development initiatives.

Benefits, Payroll & Employee Programs

  • Administer employee benefits programs, including health insurance, retirement plans, and wellness initiatives.
  • Serve as the primary contact for employees regarding benefits and HR-related inquiries.
  • Coordinate annual open enrollment activities.
  • Support payroll processing by ensuring employee data, compensation changes, and deductions are accurate and timely.
  • Manage leave administration, including FMLA, ADA accommodations, and applicable state leave programs.
  • Coordinate workers' compensation claims and return-to-work programs.

Construction Industry Workforce Support

  • Support staffing requirements for active construction projects.
  • Assist in workforce planning and labor allocation efforts.
  • Maintain records related to certifications, licenses, training, and compliance requirements.
  • Support prevailing wage and labor compliance requirements when applicable.
  • Coordinate employee training and safety documentation.

Compliance & Risk Management

  • Ensure compliance with federal, state, and local employment laws and regulations.
  • Maintain I-9 records, EEO documentation, and employee compliance records.
  • Assist with internal and external audits.
  • Support OSHA-related recordkeeping and employee documentation requirements.
  • Keep current on employment law updates and recommend policy changes as needed.
  • Maintain and update the employee handbook and company policies.

Administration & Office Management

  • Manage daily office administration and operational support activities.
  • Coordinate office facilities, maintenance, equipment, and vendor relationships.
  • Oversee office supply procurement and inventory management.
  • Maintain company licenses, registrations, permits, and corporate records.
  • Support leadership with administrative projects, reporting, and business initiatives.
  • Coordinate company meetings, employee events, and administrative communications.
  • Develop and maintain efficient administrative processes and procedures.

Reporting & Process Improvement

  • Prepare HR and administrative reports for management.
  • Track key workforce metrics including turnover, hiring activity, absenteeism, and training completion.
  • Recommend process improvements to increase efficiency and employee satisfaction.
  • Support implementation and maintenance of HRIS and administrative systems.

Qualifications

Education

  • Bachelor's degree in Human Resources, Business Administration, Management, or related field preferred.
  • Equivalent combination of education and experience may be considered.

Experience

  • 5–10 years of progressive human resources and administrative experience.
  • Experience within construction, engineering, manufacturing, or related industries preferred.
  • Experience managing HR functions independently is highly desirable.
  • Knowledge of multi-state employment practices is a plus.

Preferred Certifications

  • SHRM-CP or SHRM-SCP
  • PHR or SPHR

Knowledge, Skills & Abilities

  • Strong understanding of HR principles, employment law, and compliance requirements.
  • Knowledge of construction industry workforce practices and project-based staffing.
  • Experience with payroll systems, benefits administration, and HRIS platforms (Kronos and Sage).
  • Strong organizational, planning, and time management skills.
  • Excellent interpersonal, communication, and problem-solving abilities.
  • Ability to maintain confidentiality and handle sensitive information appropriately.
  • Proficiency with Microsoft Office Suite and business management software.
  • Ability to work independently and manage multiple priorities in a fast-paced environment.

This role is designed for a hands-on HR and administrative professional who functions as a department of one, managing all human resources and office administration activities while supporting field and office employees across multiple construction projects. The successful candidate combines strong HR expertise, operational discipline, and excellent organizational skills to ensure a productive, compliant, and employee-focused work environment.
